In 1975, a Solid Waste Energy and Resources Recovery
Study was prepared for Hennepin County by consultants
Henningson, Durham and Richardson (HDR) and Harry S. Johnson
Companies. Much of the data in the report, particularly
waste generation rates, has been used in subsequent analyses
and projections of solid waste generation in the Twin Cities
Metropolita Area.

The most recent use of HDR data is a study by Pope-Reid
Associates, Inc. for the Metropolitan Inter-County Associ-
ation. Interim Study I, Ba.ckground Study for Solid Waste
Master Plans (Jan. 10, 1980), gives estimates of solid waste
generation by county and for the entire Metropolitan Area by
five-year increments for the period 1980 through 2000.

The waste generation projections and estimates of added
solid waste capacity needs in this report are based primarily
on a review and comparison of the Pope-Reid report and the
Council's 1979 solid waste management plan, with reference to
the 1975 HDR report when necessary.

DISPOSAL FACTORS CONSIDERED

The amount of added solid waste disposal capacity needed
depends on five factors: (1) existing capacity, (2)
currently proposed landfill expansions, (3) estimates of the
amount of solid waste (by weight) that can ~be accomodated in
a given volume of landfill, (4) amount of solid waste
generated, and (5) the use rate of landfills in the Area.

Of these factors, the use rate of landfills is the only
one on which there is a significant difference of opinion
among solid waste management personnel in the Area. Use
rates are not reflected in Table 1, however, since the law
