states that the added capacity needed is to be based on
generation rates, not use rates. Furthermore, although use
rates for given landfills may vary, the rate at which the
disposal capacity of the entire metropolitan waste disposal
system is used should be directly related to the amount of
waste generated in the Area. Current estimates are that less
than 10 percent of the Area's waste is transported to land-
fills outside the Seven-County Area.

The 20-year region-wide estimate of added landfill
capacity needed is based on a projection that 44 million tons
of trash will be generated in the Metropolitan Area in the
next 20 years, an average of about 2.2 million tons a year.
The landfill capacity estimated needs in acre-feet were
calculated by dividing the amount of solid waste generated by
672 tons per acre-foot. This is the amount of solid waste
that fills one acre-foot of landfill space.

WASTE GENERATION RATES AND AMOUNTS

The Council and the metropolitan counties have agreed
upon the following average metropolitan-wide generation rates
(established in the 1975 HDR report):

Domestic Rates

Urban - 2.85 lbs./capita/day

Suburban - 2.65 lbs./capita/day

Rural - 2 lbs./capita/day

Commercial Rate - 3.21 lbs./employee/day
Industrial Rate - 7.92 lbs./employee/day
