Blvd., N.W. <br />Ramsey, MN 55303 <br /> <br />Dear Mr. Schnelle: <br /> <br />As a follow-up to your letter of July 2, regarding solid waste <br />disposal needs, I would like to bring to your attention the <br />State's new Waste Management Act. The Minnesota Legislature <br />passed the Waste Management Act during its 1980 session and the <br />new law is concerned with the local effects of solid waste <br />disposal facilities. <br /> <br />For instance, the law requires the Metropolitan Council to <br />report to the legislature in 1982 on methods of mitigating <br />and compensating local communities for risks, costs and other <br />adverse effects of solid waste disposal facilities. Such <br />methods may include, for:example: payment outside of levy <br />limitations in lieu of taxes.from property t~ken off the tax <br />rolls; preference for a community containing a facility in <br />federal A-95 reviews conducted by the Council.;:guarantees <br />against any and all liability that may occur, The Council <br />will begin its study this year and we would particularly welcome <br />input on this report from communities such as Ramsey that are <br />presently impacted by solid waste disposal facilities; <br /> <br />I would like to also point out-that under-the new law the <br />seven metropolitan .counties.are required to acquire new solid <br />waste disposal sites that will handle the Region's solid <br />waste over the next twenty years. The Metropolitan Council is <br />required to issue general obligation bonds to-provide funds <br />to the counties to pay for the costs of the acquisition of <br />these sites. The debt service on the Council's~bonds must <br />be apportioned by the Council to each :city and.town in the <br />Metropolitan Area except that cities or towns presently <br />containing disposal facilities are permanently exempted <br />from payment. By relieving' communities 'presently containing <br />solid waste sites from payment on these bonds,-the'legislature <br />has recognized the added financial obligations of such communi- <br />ties. <br /> <br /> <br />
