The City Council will
have to decide whether they are going to alter their present 2-1/2
acre lot size requirement or continue to challenge both the EQB
and the Metropolitan Council. Once the lot size issue has been
resolved we can then identify on the map the urban and rural area
as requested in Mr. Aichinger's letter.

o

On page 2 of the letter item la-c, and 2a-b relate to environmental
policies and standards which should be incorporated into the plan.
Information was sent to you after the initial review by the Metropoli-
tan Council for correcting some of these deficiencies. The City's
Comprehensive Plan (Pre~ection Element) also includes the type of
language which should satisfy most of these concerns.

o

In my opinion lb is adequately addressed with the existing soils map
especially when that map is used in conjunction with the existing
soils map that the.community has as part of its on-site sanitary sewer
system ordinance.

le indicates that the Mississippi West Park should be identified as
a local county park rather than a regional facility. This terminology
is inconsistent with'the Metropolitan Council's functional classifi-
cation system for parks and seems inconsistent with their own
planning process.

engineering -- landscape architecture phone 612-546-4303 -- 1415 north lilac drive, minneapolis, mn 55422
planning -- urban research phone 206-823-9339 -- 9756 n.e. 120th place, kirkland, wa. 98033
