2~EREAS, the City Council of the City of Ramsey, Anoka County,
State of Mirmesota agrees that transportation is a very serious factor
in the future for the State of Minnesota.

-- Due to the fact that Minnesota is a very large State with
many roads to maintain this is going to be a very serious
factor cost wise.

WHEREAS, the City Council of the City of Ramsey, Anoka County,
State of Minnesota, agrees that the Minnesota Education system is a vital
issue. However, it feels that the State is going to have to come to grips
on the number of colleges and state universities it csm afford to maintain.

NOW 'I~EFO~, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,
STATE OF MINNESOTA, as follows:

1) Legislation regarding certain State laws that create serious
inequities or growth problems:

a)

Request legislation that will create equitable distri-
bution of State Local Aids to all communities in our
State of Minnesota. State Legislative Body and the
Governor's Office admit there are very serious in-
equities in this law but do nothing about it. However,
this attitude is costing cities like the City of Ramsey
a lot of tax dollars.

b) Request legislation that eliminates tax structures
that discourages commercial and industrial growth.

c) Revise'real estate tax laws.

d)

Request legislation be enacted that when higher govern-
ment such as Metro Council, State or Federal mandate ex-
pensive legislative programs to municipal government
that they pick up the costs of doing these programs.

e)

Request that higher form of government, Metro Council,
State, Federal provide only guideline statutes but not
set policy laws for mmnicipal government in areas strictly
of a municipal jurisdiction.

2) Legislation regarding energy the City of Ramsey feels should
be accomplished:

a)

Legislation that allows out state communities to
eliminate the building inspection should be eliminated
to all communities should be subject to the Minnesota
Code. Inasmuch as energy is a critical issue, we see
this not being recognized by the out state communities.
