b) <br /> <br />The legislative body and Governor's Office should <br />create a comprehensive energy study on the future of <br />energy in Minnesota and how it will affect the farmer, <br />industry, commercial, residential and .overall quality <br />of life in the State of Minnesota. <br /> <br /> 3)~ Transportation system in the State of Minnesota should <br />establish priority roads and better use of railroads. Again,' major <br />planning should be done to lay out feasible rail centers in Minnesota <br />for grain elevators, etc. <br /> <br />It is even questionable if Minnesota will be able to maintain its vast <br />road network with present costs. Consequently, City Council of Ramsey <br />recommends that an indepth study be done before too many dollars are <br />spent on road systems that can't be maintained in the future. <br /> <br /> 4) Education system in the State of Minnesota, the Ramsey City <br />Council recommends the following: <br /> <br />a) <br /> <br />Local legel school districts (.elementary and secondary) <br />should be monitored to see that they do proper planning. <br />Where these school districts want to increase costs but <br />proper planning is not being accomplished, the district <br />should be made %o shoulder.the total additional cost <br />they created. <br /> <br />b) <br /> <br />State University and Colleges should be monitored very <br />carefully and where er~rollments don't warrant the main- <br />taining of these higher education institutions, they <br />should be closed. <br /> <br />The City Council of Ramsey recommends that the State Legislative Body and <br />Governor's Office initiate a comprehensive, study on the feasibility of <br />maintaining all the higher education, facilities in the State of Minnesota. <br /> <br /> 5) The Ramsey City Council wants that this forum for Minnesota <br />Communities: Planning Fbr the Future demand that State Legislators and <br />Governor's Office enact laws that do not create inequities to certain <br />co;~nunities and where the situation exists it is corrected by special <br />legislation.
