ALBERT H. QUIE
GOV£RNOR

STATI~ OF ]N~]INNESOTA
OI"I"ICE Ol~ 'l'lll,~ (.g¢)N.'I~ItNOI{ .

S~I'. PAUL 5,5155

July 15, 1980

The Honorable Thomas G. Gamec
Mayor of Ramsey
15153 Nowthen Boulevard Northwest
Ramsey, Minnesota 55303

Dear Mayor Gamec:

Your letter regarding the equalization between various classes of
property has been reviewed by the.Commissioner of Revenue and his
staff. They inform me that you have received a reply to the letter
directed there.

You are correct in stating that the tax burden can be shifted during
periods of inflation or recession because all types of property are
not affected uniformly.

Property taxes are considered to be the most stable source of revenue
and are not expected to have sharp '!peaks" and deep "valleys" that can
be experienced in sales or income taxes. They should be realistic
however and reflect any trends as soon as possible.

Your suggestion to explore the possibilities of modernizing the current
system is a valid request and will be considered. Committees have been
working on the problem and will hopefully develop a solution that will
improve the tax structure for the business community without creating
serious problems in the residential areas.

-You will .be able to exchange your ideas with t.he Commissioner of Revenue
and his staff during the meeting you are planning. Your ideas will be
both helpful and welcome.

ALBERT H. QUIE
GOVERNOR

AN EQUAL OPPORTUNITY EMPLOYER

~'.3
