Each cul-de-sac shall have a terminus of nearly circular shape with a minimum right-of-way diameter of one hundred thirty (130) feet and a minimum roadway dia~cter of one Imndred (]00) feet. 8. In those instances where a subdivision abuts or contains an existing or planned thoroughfare or a railroad right-of-way, the planning commission may require a servJce street approximately parallel to and on each side of such right-of-way. 9. Half streets shall be prohibited except where essential to the reasonable development of the subdivision in conformity with the requirements of this chapter. 10. PrJvate streets shall not be approved. Ail proposed streets shown on the plat shall be offered for dedication as public streets. Il. Easements at least ten (10) feet wide on front lines and twenty (20) feet wide centered on rear or side lot lines shall be pro- v$ded for utilities where necessary. Utility easements shall have continuity of alignment from block to block and lot to lot. Easements may be required along ]ct lines to right-of-ways so as to provide for street lighting. 2. Where a subdivision is traversed by a water course, drain- age way or stream, a drainage easement conforming substantially with the ].ines of such water course shall be provided, together with such further width or construction, or both, as shall be adequate for storm water drainage of the area. 170.038E 1DTS 1.
