In as much as 'monitoring of combustible gases at the west <br /> property boundary have been shown to be under control while <br /> the system is in operation, Waste Management of Minnesota be- <br /> lieves that gas monitoring probes located within the back- <br /> yards of adjacent property owners would not be necessary as - <br /> a control check for the proper operation of the active venting <br /> system. However, although Waste Management of Minnesota has <br /> provided the opportunity for installation of gas probes in the <br /> homeowners' yards, they have to date not approved of probe in-' <br /> stallation and therefore no probes currently exist on the <br />Hatch, Van Wagner, Hansmann or Kuntz properties. ~- <br />'~".'.'i. jl .On Wednesday, August 27, 198~, Waste Management of Minne- <br />.sota took receipt of a new motor/blower assembly. This unit <br /> was purchased for dual purposes. Firstly, the unit is purported <br />~..to be quieter in operation thereby providing a partial solution <br /> to the long term reduction in noise amplitude.of the system. <br /> Secondly, the new unit will take over as the primary motor~ <br />'blower for the existing system allowing the existing motor/ <br /> blower to be put into back-up emergency use in the event of mall <br /> function of the primary unit. This upgrade will allow inzme- <br /> diate response to motor/blower failure as both units will be <br /> directly functional to the system and either may be made oper- <br /> able by the simple adjustment of a single valve and electrical <br /> switching. It is currently anticipated that the new motor/ <br /> blower will be operable within approximately two to three weeks <br /> from date of this letter subject to availability of auxiliary <br /> equipment required for permanent installation. Note, however, <br /> that this unit could be put into emergency use immediately <br /> should the need arise. <br /> Another long term provision for upgraded system manage- <br /> ment will include a strip-chart recorder capable of recording <br /> on and off operating times for both units as well as distin- <br /> guishing which unit is in operation at any given time. This <br /> device will be installed at the same time as the permanent in- <br /> stallation of the new motor/blower. <br /> The system will continue to operate in a 24 hour per day <br /> mode until such time as the new motor/blower is installed and <br /> an engineering system analysis and balancing may be performed. <br /> Until that time, Waste Management of Minnesota will monitor <br /> the gas probes at a minimum of once per week to ensure contin- <br /> ued proper system operation. Additionally, si~e personnel <br /> will visually check the operation of the motor/blower unit <br /> daily. <br /> Once the new system is operating and properly balanced, <br /> an evaluation will be made to determine whether full time <br /> operation is necessary by cutting back operating time in small <br /> time intervals and carefully monitoring the gas probes to de- <br /> tect whether any combustible gases migrate to the property <br /> boundary probes. The system will then be set to provide ade- <br /> quate operating time to ensure control. <br /> Be advised also .that as part of the long range plan to <br /> <br /> <br />
