.occurring in the Region's development areas and balance these <br />considerations with the many limitations smaller or fully- <br />developed communities face in providing additional housing <br />options. <br /> <br />A second reason for revising the 'criteria now stems from the <br />Metropolitan Land Planning Act of 1976. The Council amended the <br />Housing Chapter of the Development Guide to incorporate the law <br />by revising its ten-year fair share low- and moderate-income <br />housing goals and its housing plan review guidelines. <br />Subsequently, communities in the Region have prepared or are .now <br />preparing comprehensive land use plans which must address the <br />housing concerns in the law including the requirement that they <br />plan for the provision of their share of the existing and <br />projected local and Regional need for low- and moderate-income <br />housing opportunities. The Act also calls upon the communities <br />to provide an implementation section within the housing element <br />of their plan which outlines the progra .ms, fiscal devices and <br />official controls they will employ to achieve their goals. <br /> <br />The Land Planning Act also directed the Council to study and <br />make recommendations to the legislature on standards and <br />criteria for modest-cost housing. The Council responded by <br />conducting a modest-cbst housing study and a series of follow-up <br />reports examining a variety of factors which have an impact on <br />housing costs. The directive from the legislature led as well <br />to the Council's adoption of a fair share plan for new modest- <br />cost private market housing which calls upon every community in <br />the Region to provide the opportunity for the development of <br />modestly-priced housing units. As a result, 'the cUrrent <br />evaluation criteria need to be changed to reflect this important <br />modest-cost housing considerations. -- <br /> <br />Finally, the existing criteria have been used since 1976. They <br />do not reflect the changes that have occurred in the housing <br />market during the last four years, such as rising .housing costs <br />· and a trend toward attached forms of housing. The criteria must <br />also reflect more current and raccurate housing data now <br />available and that anticipated from the 1980 census. <br /> <br />PROPOSED REVIS IONS <br /> <br />This draft document contains a number of changes to the existing <br />point system. Some of the proposed changes are of no major <br />consequence. They clarify or revise language in a particular <br />criterion, or shift points to or from a criterion. However, <br />there are also a number of significant changes in response to <br />the concerns and issues previously mentioned. <br /> <br />Section three compares the existing criteria with the proposed <br />changes and contains several proposed new criteria. A brief <br />explanation for the change is provided after each of the <br />proposed revisions. <br /> <br />2 <br /> <br /> <br />
