Council Action: Your action might be the following:' 1) Have the County thoroughly explain the guidelines that they will be using. 2) Inasmuch as 20% of the total grant can be earmarked for for administering it, we should know what percent the County will take out of this grant. It has been rumored that they don't plan to hire anyone but they will have a percent charge against the grant. This action worries me in that the money will just be used for a general fund in the County and this is where government grants go astray. 3) Approve the Joint Agreement that is contained in your Council agenda dated September 8, 1980 D-3 case #2 under Council Old Business. However, your approval is providing you're satisfied with the program. The Attorney has reviewed the joint agreement and finds no problems. CASE iA: TUNGSTEN, FRONT, RIVLYN STREET PROPOSED STREET AND STORM DRAINAGE IMPRO~NT: Background Information: Enclosure (D2-aa) contains the following background documentation on this proposed project: a) Council minutes dated July 8, 1980 - Council at this meeting directed the City Engineer to prepare a preliminary report on the proposed project by resolution. b) Council minutes dated July 22, 1980 - Council at this meeting adopted resolution accepting report and called for a public hear- ing on the proposed project on September 23, 1980. c) Notice of public hearing and list of persons who received notice - This contains a copy of the notice and a list of per- sons who received a notice of it and it contains all who would be affected by this proposed project. d) Feasibility Report dated July 18, 1980 - Council did receive th~s document at their July 22, 1980 meeting, however, we are resubmitting it for your review of this case. Con~ents: Council should note that the citizens did not petition this project but we have surely spent a lot of Council and staff time addressing the citizens complaints. These complaints have been in regards to street conditions, drainage conditions, defining of streets right-of-way, and parking in street right- of way. Also the citizens will be complaining about Mr. Gr¢.sslein's sign and this is scheduled to come before the Board of Adjustment on October 14, 1980.
