I~'. 0'Rourke said he has been living in his house for ten years and
has never ha~ Chis problem before. He felt the city should assess
Gross]ein not the residential property owners. He said he can~sprinkle
for two days and not get water sitting out front.

Mayor Gamec said there is a problem with the street which caused it
to break up.

Mr. 0'Rourke said Tungsten Street is bad but it is not a Minnesota
Trunk Highway.

City Engineer Raatikka agreed Tungsten was not built for commercial
and industrial use.

Sieve Norton, 6206 Rivlyn Avenue

Mr. NorCon said he agreed with Mr. 0'Rotzrke that there never was a
problem before Crossl~in came in.

Mm. Roger D5. ckenson, 61~0 Rivlyn Avenue

Mr. Dickenson said the city wants to retar and charge the residents for
it. He asked why it was not do, at the time it was put in. He said
there is nothing wrong with Rivtyn Avenue.

Y~. Ro~er Dickenson, Jr., Box 266, Elk River

Mr. Dickenson said the road is already there and sewer and water is
coming in, so it needs nothing but maintenmnce at this time.

Mr. Dickenson, Sr. asked why the city does not consider some of the
roads in Ramsey that are not surfaced instead of looking at these
roads t?~at are already surfaced.

Mayor Gamec said some of the problems on Tungsten Street is from water
thai is coming down Rivlyn Avenue and in order to improve and alleviate
the problems on Tungsten Street, it is necessary to do the whole project.
The other alternative is to wait until sewer & water com~s in, but the
city is trying to avoid a higher cost.

Mr. O'Rourke asked City Engineer Raatikka if he felt the water that
is causing the problem is coming from residential land.

City Engineer Raatikka said that is right.

Mr. O'Rourke' said he felt the City Engineer was mistmken. He felt
Che water came off the big buildings and parking lots at Grosslein's
and. Grosslein is responsible for the water problem, not the residents.
He said his water never crosses the street.

Mayor Gamec said he had to differ with Mr. O'Rourke regarding where
the water was coming from as he walked in that area last spring almost
in hip boots and he observed water coming from approximately where
Mr. 0'Rourke's house is to a ditch across the street.

PUBLIC HEARING
September 23, 1980
Page 2
