The counties should develop specific <br />recommendations to be included in their April 1982 proposals. <br /> <br />SOURCE SEPARATION <br /> <br />The metropolitan counties should consult directly with each major <br />municipality to begin planning curb-side sourceseparation <br />programs. The first phase of any feasibility study should include <br />a market analysis. Counties should also examine strategies for <br />small municipalities and rural areas to encourage increased <br />materials recovery. Results of these feasibility studies or <br />initial consultations and proposed county source separation <br />budgets should be included in the 1982 proposals. <br /> <br />The metropolitan counties should examine the methods for <br />increasing separate yard waste pickup and processing. Specific <br />equipment and land that the county and its municipalities intend <br />to allocate for composting operations should be identified in the <br />1982 proposals. <br /> <br />Ail units of government should implement in'office paper recycling <br />programs to recover the high-quality bond paper through employee <br />source separation programs. Technical assistance for <br />implementation and procurement should be provided by the State <br />Resource Recovery Office within the State Department of <br />Administration. If possible, local units of government should <br />"piggyback" on the state's procurement and recycling program to <br />gain efficiencies of scale. <br /> <br />Metropolitan counties should allow only soft drink and liquor <br />beverages in refillable bottles to be sold on county or local <br />government property unless container recycling is made available <br />at each place where beverages are sold. <br /> <br />The following procurement recommendations should be considered by <br />all local units of government, including school districts, to <br />increase market demand of recycled products: <br /> <br />Ail local units of government should establish a policy to <br />increase purchases of recycled products by 10 percent by <br />1990 and 20 percent by 2000. <br /> <br />Ail local units of government should establish a I0 <br />percent preference for recycled products. <br /> <br /> <br />
