- 35 - <br /> <br />Ail local units of government should eliminate <br />specifications and guidelines for soliciting bids that <br />require virgin materials exclusively. <br /> <br />Specifications for all office papers should not require a <br />minimum brightness factor of greater than 55. <br /> <br />Ail local units of geovernment should procure, to the <br />extent possible, materials that can be recycled. <br /> <br />Ail local units of government should establish performance <br />standards on motor oil so that re-refined oil can compete <br />on motor oil bids. <br /> <br />Ail local units of government should establish <br />specifications so that recapped tires can be used on <br />vehicles. <br /> <br />3. PICKING <br /> <br />Metropolitan counties should encourage landfill and transfer <br />station operators to implement picking programs when feasible. <br /> <br />4. MECHANICAL SEPARATION <br /> <br />Metropolitan counties, during the development of their 1982 <br />abatement proposals, should investigate the potentials for <br />mechanical separation at existing and future transfer stations and <br />landfills. <br /> <br />WASTE PROCESSING <br /> <br />Metropolitan counties, in consultation with each other, sheuld propose <br />a regional system of transfer stations, with the renovation of <br />existing facilities and development of new ones,where necessary. <br />Within the proposed regional transfer station system, the counties <br />should investigate the cost-effectiveness of shredding and baling to <br />reduce unnecessary transportation costs and reduce landfill cover <br />requirements. <br /> <br />D. RESOURCE RECOVERY <br /> <br />1. ENERGY RECOVERY <br /> <br />Metropolitan counties should continue energy recovery facility <br />planning to meet the Region's long-range disposal and recovery <br />requirements. The 1982 abatement proposals should contain a <br />status report of energy recovery planning and evidence that the <br />other management techniques of waste reduction, waste separation <br />and waste processing are being considered during all phases of <br />facility planning. Any specific project proposal should contain <br />an analysis of the impacts on existing recovery systems. <br /> <br /> <br />
