- 36 - <br /> <br />2. BIOLOGICAL RECOVERY <br /> <br />The MPCA, Metropolitan Council and metropolitan counties should <br />initiate or continue investigations of the feasibility of <br />composting, methane digester and alcohol production alternatives. <br />Compost mark(.t research should be conducted by MPCA, Minnesota <br />Department of Agriculture, the Metropolitan Waste Control <br />Commission and the Metropolitan Council. <br /> <br />The metropolitan counties should develop programs, including <br />public education, to increas back yard and centralized, community <br />composting by citizens, cities and townships. <br /> <br />The metropolitan counties should include results of investigations <br />of biological recovery and processing alternatives in their 1982 <br />abatement proposals. <br /> <br />3. OTHER SYSTEMS <br /> <br />The MPCA, Metropolitan Council and metropolitan counties should <br />encourage innovative research and development of other solid waste <br />management alternatives. <br /> <br />The metropolitan counties, through the coordination of the <br />Metropolitan Council and the Department of Agriculture's Shade <br />Tree Program, should investigate the possibility of increasing the <br />Region's brush chipping capacity to handle both diseased wood and <br />storm damaged material in order to eliminate the need for open <br />burning and landfilling of wood fiber resources. <br /> <br /> <br />
