ORDINANCE 80-8 <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AMENdmENT TO CHAPTER 210.01 WHICH IS KNOWN AS THE "STREET ASSESSmeNT" CHAPTER <br />OF TIE CITY CODE <br /> <br />AN ORDINAJ~CE AI~NDING CHAPTER 210.01 OF THE CITY CODE OF RAMSEY, MINNESOTA <br /> <br />The City Council of the City of Ramsey ordains: <br /> <br />SECTION ].. A~END~]~NT <br /> <br />Ao <br /> <br />Section 210.01 FINANCING ARTERIAL STREETS WITHOUT LOTS FRONTING <br />Paragraph 2 shall be amended to read as follows: <br /> <br />2. Upgrading of arterial streets not lying in the city's <br />thoroughfare system and only benefiting a localized area <br />shall be financed by aid programs and assessment of the <br />benefiting property. Assessments shall be made on a unit <br />area basis with assessments on undeveloped property lying <br />within the area being "deferred" until time of development <br />for a maximum period of five (5) years. Assessments shall <br />be made to the extent to cover costs not available from <br />other sources. <br /> <br />B. Section 210.O14 FINANCING LOCAL RESIDENTIAL AND INDUSTRIAL STREETS <br /> shall be amended to read as follows: <br /> <br />210.O14 FINANCING LOCAL RESIDENTIAL AND INDUSTRIAL STREETS <br /> <br />1. Replacement of all residential and industrial streets <br />shall be financed by assessing the benefitting property <br />owners on a front foot or unit basis. <br /> <br />2. The improvement of any collector street or major thorough- <br />fare may be fully or partially assessed to the benefitting <br />property or,hers depending on the particular circumstances of <br />each case as determined by the City Council. <br /> <br />3. For the purpose of establishing a replacement policy for <br />streets, it is hereby determined that the estimated usable <br />life of a street shall be fifteen (15) years from the date <br />of initial construction to the date of the proposed recon- <br />struction. <br /> <br />4. When the condition of a street surface has deteriorated <br />to the point where excessive maintenance cost is incurred by <br />the City, or a majority of abutting residents request an im- <br />provement, the City Council may order a public hearing on pro- <br />posed improvements for that street.
