the County is fully developed, communities to the north will likely experience the <br />majority of this growth. As an example, the City of Ramsey population is expected.to <br />increase by 65 percent between the years 2000 and 2020. <br /> <br />Congestion is greatest during peak hours of travel, and additional population in <br />surrounding neighborhoods will increase the number of commuters utilizing TH10 <br />through Ramsey to travel to and from the metropolitan area. Sherbume County for <br />example is expected to experience an increase of 89 percent in population by 2030, and <br />population is projected to increase by 63 percent in the City of Elk River. <br /> <br />Average daily traffic volumes on TH10 between TH169 in Elk River and Ramsey <br />Boulevard were nearly 29,000 vehicles per day based on 1998/2000 data included in <br />Mn/DOT's IRC Study. Between Ramsey.Boulevard and Ferry Street in Anoka, average <br />daily traffic volumes totaled nearly 51,000. Projections for 2025 in these segments <br />increase to more than 46,000 and 76,000 respectively resulting in an annualized <br />average growth rate of 1.8 percent. <br /> <br />The City anticipates an increase in the amount of commercial and a mixture of medium- <br />and high-density residential development between Ramsey Boulevard and the area <br />west of Armstrong Boulevard. There is also land between TH10 and Riverdale Road <br />(east of Mississippi West Park) available for mixed use development. Additional <br />development will result in an increase in local and city-to-city trips, in a corridor already <br />experiencing heavy levels of congestion. Access improvements are critical to improving <br />traffic flow, safety and overall function of the corridoi'. <br /> <br />The City of Ramsey has been working in collaboration with the Minnesota Department <br />of Transportation, the Metropolitan Council and Anoka County to identify and implement <br />corridor preservation and other planning activities that will advance transportation <br />improvements along the TH10 corridor, particularly the expansion/realignment of the <br />roadway and access management improvements. <br /> <br />The three major intersections within the City of Ramsey along the TH10 corridor: <br />Sunfish Lake Boulevard, Ramsey Boulevard and Armstrong Boulevard. The FY'04 <br />Appropriation funds shall be used to begin preliminary design and conceptual layouts of <br />improvements at these locations, with an interchange at Ramsey Boulevard as first <br />priority.' <br /> <br />Corridor issues/needs <br /> <br />A number of mobility and safety deficiencies were identified as part of Mn/DOT's iRC <br />study including: <br /> <br /> · Congestion during peak traffic periods currently extends from Coon Rapids <br /> through Elk River. <br /> <br />-190- <br /> <br />Project Memorandum 4 <br />City of Ramsey <br /> <br />PM for FY04 Appropriations <br /> <br /> <br />
