identifies one preferred alternative as an alignment on the eastern side of the river <br />within Ramsey. <br /> <br />Upon publishing the Scoping Document, the City of Ramsey shall be.in a position to <br />begin implementing corridor preservation activities for the future alignment of the bridge <br />as well as address future access management improvements connecting the bridge <br />corridor to TH10. This area will be taken into consideration as the conceptual layouts <br />and preliminary designs are developed as part of this work. <br /> <br />Iil. Project Need <br /> <br />This initial phase of work is intended to develop conceptual layouts and preliminary <br />designs for the necessary access improvements identified along the TH10 corridor <br />within the City of RamseY. This work will primarily address needed improvements at the <br />Ramsey Boulevard intersection; however, it is also important to address access <br />management improvements at the remaining two intersection locations and any impacts <br />that might occur as a result of phased improvements. Addressing the full area within <br />this portion of the corridor will allow for well planned, efficient, phased improvements <br />that will ultimately position the corridor for the future roadway expansion and <br />realignment. <br /> <br />Trunk Highway 10 is the primary route used for travel east of the Mississippi River for <br />commuters, freight movement, recreational and local traffic traveling between the Twin <br />Cities, suburbs, and areas further north. Mn/DOT's lnterregional Corridor Study <br />classified the THIO corridor as a high-priority between TH169 in Elk River to 1-35W, and <br />established the need to improve TH10 from an expressway to a freeway from TH169 in <br />Elk River to TH610 in Coon Rapids. <br /> <br />The TH10 Corridor Management Plan (CMP) specifically recommended the following: <br /> <br />· Upgrading the current four-lane expressway to a six-lane freeway through the <br /> City of Ramsey; <br />· Reducing and/or consolidating a number of access points, or intersections along <br /> the corridor; and <br />· Converting at-grade intersections within Ramsey, including one at Sunfish <br /> Lake Boulevard, Ramsey Boulevard and Armstrong Boulevard. <br /> <br />While the recommended improvements identified in the CMP are not currently <br />programmed, the City, with its partner agencies, has taken steps to acquire resources to <br />assist in moving projects forward in the form of right-of-way preservation through the <br />adoption of an official map, and the acquisition of federal funds to begin addressing <br />access management issues. <br /> <br />Projections from the State Demographer's Office estimate a 35 percent increase in <br />Anoka County's population by 2030.
