V. Proposed Improvement <br /> <br /> a. Long-term improvements · <br /> <br />As established in Mn/DOT's CMP for TH10, the long-term plan for the corridor is to <br />convert TH10 from an expressway to a freeway with interchanges at each of the three <br />existing intersections. <br /> <br />b, Short-term improvementS <br /> <br />The City o¢ Ramsey is currently in the process of right-of-way acquisitions as <br />opportunities present themselves to preserve right-of-way for the future alignment of the <br />expanded roadway and subsequent improvements. The current funding will allow the <br />City and its partners to develop concept layouts, preliminary designs and the community <br />outreach activities necessary to best determine how access improvements can be made <br />prior to the roadway improvements. <br /> <br />VI. Cost and Funding <br /> <br />The cost of to complete preliminary designs, conceptual layouts and continue <br />community outreach efforts will be $250,000 total including the local match. The <br />Congressional FY04 Federal Appropriations is $200,000. The local match of $50,000 <br />shall be provided by the City of Ramsey and Anoka County. <br /> <br />The 2004-2006 State Transportation Improvement Program (STIP) has been amended <br />to include $200,000 in federal funding for this project in FY2005. <br /> <br />As part of the Reauthorization Bill an additional $1.25 million has been requested. The <br />Bill has not been finalized at this time. Should these funds be awarded, the necessary <br />level of engineering and environmental documentation will be. completed for the <br />Ramsey Boulevard location first, and other locations should funds permit. <br /> <br />VIi. Public and Agency Involvement <br /> <br />The City of Ramsey hired a consulting firm to provide public involvement and outreach <br />activities on their behalf. These efforts have been successful in working with property <br />owners along the corridor to inform them of future state, county and city planned <br />improvements, as well as processes such as the official mapping and property <br />acquisition processes. Public hearings and open houses have been held relative to <br />these activities including the potential for access improvements described in this <br />document. The City will continue to inform and educate .property owners and interested <br />parties as plans develop and will use a portion of these funds to continue these and <br />other agency coordination activities.
