Co uncilmember Elvig explained the overall thought process was to create an endowment or fund, <br />whereby as development occurs in the City it is an opportunity to take the development funds and <br />put them toward something. The concern is when development fills out, the new dollars will not <br />be there and there will then be a burden on the taxpayers. Using the money coining in now <br />would give the opportunity to offset some of those costs in the future and draw offofthis interest <br />of' the entire burden to taxpayers. He noted the P[R Rind would need to be amended from a 50 <br />percent trans['er to a 40 percent transfer to come up with the 10 percent for this fund. This would <br />be all new money and no funds would be taken away from the Park Fund. <br /> <br />Councilmember Kurak stated she and Councilmember Elvig thought about this fund two years <br />ago m trying to think of a way to maintain their parks. This is very innovative thinking on the <br />part o['the Council and staff. <br /> <br />Councilmember Elvig noted all of the language may not be set properly, but it is a beginning and <br />it cnn be tailored over the years. <br /> <br />Motion by Councihnember Elvig, second by Councilmember Kurak, to 'ratify the <br />recommendation of the Finance Committee and amend the City Fund Ordinance to create the <br />Park Fund based on the established terminology. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Cook, Str0mmen, <br />and Zimmerman. Voting No: None. Absent: Councilmember Pearson. <br /> <br />Further Discussion: Mayor Gamec directed staff to set up a meeting with the Finance Committee <br />and the ?ark Board to discuss if the 50/50 Park Fund shofild be changed to 25/75. He noted this <br />2tnd is another way to help out with development of Elmcrest Park and Central Park. <br />Councilmeniber Cook commended the Ramsey Lions for doing their part in the parks. He <br />thanked the citizens that did the installation of the playground in Central Park under the <br />supervision o f the playground company, which saved $15,000 on the installation. <br /> <br />Case #3: Report from Personnel Committee <br /> <br />Moved up in the agenda to precede Case No. 2. <br /> <br />Case #4: Report from Public Works <br /> <br />1) <br /> <br />Request for Street Maintenance on 163''a Lane, Uranimite Street, 164th Lane, <br />Sapphire Street and 164th Avenue. <br /> <br />Councilmember Zimmerman reported that the residents that requested this street maintenance are <br />present tonight. <br /> <br />Roy Shumway stated the Public Works Department has added a bunch of suggestions they will <br />ask thc Council to ratify. He had one request, which was to shift the road and put it in the <br />position where it is supposed to be. They did not ask that it be tarred or anything else.
