He indicated he will be having a meeting with Public Works after this meeting. Councilmember Kurak indicated it would be best to hold a neighborhood meeting before rati~ing a 50/50 split on the cost, as Mr. Shurnway has stated there may be a petition against doing any improvements. Councilmember Zimmerman commented he believes there is a feeling that the citizens need to be informed of what the Public Works Committee is proposing. They need cost estimates and what the City would be willing to contribute to this project. He noted the residents may decide they simply do not want the paved street at this time. Mr. Shumway inquired if the 50/50 split would be for the life of the road. Mayor Garnec explained as of now the policy is that there would be a 50/50 split with a sealcoating or overlay. Councih-nember Cook explained the cost of paving the road is usually the responsibility of the property owners. With this road, they would have to pay the cost to realign the road and regrade it to put in the new road anyways. If the road is not tarred they would have to realign the road again in anod~er tl-u'ee to five years, and the City would have to pay that every time the road is realigned. Paving the road at this time would, make it a one'-time fix for the City and the residents, and the City would split the cost. Mr. Shumway stated they will need to dig down about 20 feet just to set the base of the road. Mayor Gamec indicated this would be good to bring forward to the citizens to discuss. At one time he had said it may not be fair to give these residents a road at a 50/50 split, but now there are only a few gravel roads and the maintenance and upkeep need to be considered. Some of these roads are a maintenance issue with the City, and they may be able to help out in some way. Mr. Shurnway commented as far as he is aware this seven thousand dollars that would be spent on the road is the only money ever spent on the road other than the ~'ader going through. The major problem here is the way the road is being graded. He stated if they put a Daytona 500 curve on a gravel road they w!.ll have the kids looking for the road. 'Councihnember Cook agreed that the way the road is set up now it is almost impossible to keep it graded right. However, the houses are already sitting there, and the next best thing would be to have the road fixed so it works.
