He indicated he will be having a meeting with Public Works <br />after this meeting. <br /> <br />Councilmember Kurak indicated it would be best to hold a neighborhood meeting before <br />rati~ing a 50/50 split on the cost, as Mr. Shurnway has stated there may be a petition against <br />doing any improvements. <br /> <br />Councilmember Zimmerman commented he believes there is a feeling that the citizens need to be <br />informed of what the Public Works Committee is proposing. They need cost estimates and what <br />the City would be willing to contribute to this project. He noted the residents may decide they <br />simply do not want the paved street at this time. <br /> <br />Mr. Shumway inquired if the 50/50 split would be for the life of the road. <br /> <br />Mayor Garnec explained as of now the policy is that there would be a 50/50 split with a <br />sealcoating or overlay. <br /> <br />Councih-nember Cook explained the cost of paving the road is usually the responsibility of the <br />property owners. With this road, they would have to pay the cost to realign the road and regrade <br />it to put in the new road anyways. If the road is not tarred they would have to realign the road <br />again in anod~er tl-u'ee to five years, and the City would have to pay that every time the road is <br />realigned. Paving the road at this time would, make it a one'-time fix for the City and the <br />residents, and the City would split the cost. <br /> <br />Mr. Shumway stated they will need to dig down about 20 feet just to set the base of the road. <br /> <br />Mayor Gamec indicated this would be good to bring forward to the citizens to discuss. At one <br />time he had said it may not be fair to give these residents a road at a 50/50 split, but now there <br />are only a few gravel roads and the maintenance and upkeep need to be considered. Some of <br />these roads are a maintenance issue with the City, and they may be able to help out in some way. <br /> <br />Mr. Shurnway commented as far as he is aware this seven thousand dollars that would be spent <br />on the road is the only money ever spent on the road other than the ~'ader going through. The <br />major problem here is the way the road is being graded. He stated if they put a Daytona 500 <br />curve on a gravel road they w!.ll have the kids looking for the road. <br /> <br />'Councihnember Cook agreed that the way the road is set up now it is almost impossible to keep <br />it graded right. However, the houses are already sitting there, and the next best thing would be to <br />have the road fixed so it works. <br /> <br />Councilmember Zimmermm~ noted it seems the Council is not willing to spend the cost on this <br />di~t road for the staking and surveying. <br /> <br />-38- <br /> <br />City Council/August 10, 2004 ' <br /> Page 14 of 27 <br /> <br /> <br />
