Mayor Gamcc indicated this should go to the residents for discussion, and the Council can revisit it after the neighborhood meeting. He would rather work out something with the residents to get that in line so they do not come back to this in four or five years again. Motion by Councilmember Kurak, second by Councilmember Zimmerman, to direct staff to prepare at survey and host a neighborhood meeting to discuss paving the current dfl't surface of the road segments of 163''d Lane, Uranimite Street, 164th Lane, Sapphire Street, and 164th mvell[l¢. Further Discussion: Councilmember Zimmennan indicated there should be information available to the residents at the meeting as to what the costs would be. Councilmember Cook requested the motion be amended to include direction that the Council will approve up to a 50/50 split with the residents, to be discussed at the neighborhood meeting. Mayor Gamec stated he would have no problem with a 50/50 split. Councilmember Kurak asked if the 50/50 split would apply to the rest of the City streets that are not paved. Assistant Public Works Director Olson replied about two years ago there was discussion concerning the issue of dirt versus paved roads. There was extensive research done on the maintenance costs associated with both dirt and paved streets. That maintenance cost turned out to be about the same for dirt and paved streets. He explained currently the City requires 100 percent participation for new streets. In this case they are asking t'or a City contribution up to 50 percent as incentive to go forward with paving the streets to get rid of as many of the dirt streets in the City as they can. Amendment to the motion on the floor by Councilmember Kurak, second by Councilmember Zimmerman, to direct staff to prepare a survey and host a neighborhood meeting to discuss paving the current dirt surface of the road segments of 163''d Lane, Uranimite Street, 164th Lane, Sapphire Street, and 164th Avenue, and to discuss with the residents a 50/50 split of the cost of the paving with the City. Further Discussion: Councilmember Elvig noted it costs the City more to maintain dirt roads than tarred roads. That is a burden to the rest of the taxpayers, which is why Public Works is prating an incentive lbtavard.. This will be money well spent for the rest of the taxpayers in the City. Councihnember Kurak concurred. She noted if these residents petition against this they will not go through on this. It seems smarter to get the input of the residents before going any fiu-ther with this. Mayor Gamec noted the other dirt road that will be discussed tonight only has half a street that the residents live on; the other side is the state highway. Councihnember Zimmerman commented part of the argument of residents that live on dirt streets is the tax money they pay ibr paved streets in the City without that benefit. He noted this particular area has a collector street going over to the 168th Avenue shopping center. Mot/on carried. Voting Yes: Mayor Gamec, Councihnembers Kurak, Zimmerman, Cook, Elvig, and Strommen. Voting No: None. Absent: CouncilmemberPearson. Further Discussion: Mayor Gamec directed staff to notify the Council when the meeting is set up wi. th the residents. Assistant Public Works Director Olson noted staff may do a couple of soil boriugs, as this is the only way they will know the cost associated with the project.
