Councilmember Kurak suggested there be a requirement that the conditional use peri'nit would no <br />longer be in effect if the home sells. <br /> <br />Mayor Gamec noted the City may want to review the permit for the next property owner to be <br />sure there are not any license violations. The next owner would need to apply for a new permit. <br /> <br />Councilmember Elvig requested item "h" be eliminated, as it may be over the top as far as costs. <br /> <br />Motion by Councilmember Kurak, second by Councilmember Cook, to introduce ail ordinance to <br />amend Chapter 9 (Zoning and Subdivision of Land) of the Ramsey City Code to establish <br />regulations for the operation of personal use heliports in the City limits with the removal of item <br />h. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Cook, Elvig, Strommen, <br />and Zimmerman. Voting No: None. Absent: CouncihnemberPearson. <br /> <br />Case #11: <br /> <br />Authorize Staff to Approve Transient Merchant Licenses, Administratively, <br />Relating to the Game Fair Weekends <br /> <br />Police Chief Way reviewed that Game Fair was held this past weekend and the enforcement of <br />transient merchant licenses was addressed. In the past, the City has not enforced this <br />requirement. However, the number of transient merchants has increased yearly, and it is' now <br />becoming an issue of safety. People are setting up on the boulevards and forcing pedestrians to <br />walk out on the streets. By requiring a license, the persons would be told where they can and <br />cmmot set up for sales. Along with their license, they will be given a copy of the City's Code <br />relating to transient merchants plus information from the Police Department about staying out of <br />the right-of-way. A Ramsey Police Officer visited everyone last weekend who was intending to <br />sell things and informed them of the City's requirement. Staff has received applicants fi'om four <br />more individuals thus far and expects there may be more during this week. Staff is asking for <br />Council to approve the license 'applications received and to authorize staff to administratively <br />approve the licenses they receive later this week. Staff is requesting this motion gn'ant approval <br />for fktture Game Fair weekends also. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to approve Transient <br />Merchant licenses for LeRoy Line, William Dold, Michael Mordorski, and Nathan Nistler, to sell <br />puppies in the Central Park area neighborhood, and to authorize City staff to administratively <br />approve Transient Merchant Licenses for Game Fair weekends, for this year and future years. <br /> <br />Motion cata'ied. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Cook, Strommen, <br />and Zimmerman. Voting No: None.
