CASE # <br /> <br />REQUEST FOR AN INTERIM USE PERb/HT TO ALLOW FOR <br />A TEMPORARY MODULAR STRUCTURE <br /> CASE OF VILLAGE BANK <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Don Kveton, from Village Bank recently purchased Lot 1, Block 4, Rivenwick Village.'Mr. Kveton <br />would like to construct a new full service banking facility on the property in the future. A permanent <br />banking facility will be subject to site plan review and approval. The Applicant is unable.to receive <br />final City approval for a permanent building before the end of this year's construction season and <br />therefore Village Bank is not able to initiate construction of a permanent facility until spring of <br />2005. Mr. Kveton is eager to begin serving new and existing clients this year and therefore has <br />submitted an application for an Interim Use Permit to operate banking services from a temporary <br />modular structure on the property located at' 7125 Riverdate Drive. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map. <br />Site Layout of temporary facility <br />Letter from Bill Rew, CFO of Village Bank <br />Proposed Findings of Fact <br />Proposed Interim Use Permit <br /> <br />Notification: <br /> <br />State law requires notification to properties within 350 feet of the boundaries of the subject property <br />and property owners within that radius were notified. <br /> <br />Observations: <br /> <br /> ?~'6" 55'6" <br />The applicant would like to install a __~ x temporary modular structure on the site. The <br />applicant submitted a letter stating that the installation of a temporary modular structure on the <br />subject property will allow Village Bank to undertake the following: 1) provide banking services to <br />existing and new customers in the area 2) hire and train new employees that are necessary to operate <br />the permanent facility 3) ensure all potential issues have been field-tested in order to provide high <br />quality service to Ramsey area clients. <br /> <br />Staff reviewed the site plan that was submitted as part of the interim use permit application. The site <br />plan shows 10 bituminous paved parking stalls being provided and a restroom facility. The site plan <br />shows sewer and water being extended to the site in order to accommodate the restroom facility. <br />Since installation of sewer and water is being proposed to accommodate tt~e temporary facility, trunk <br />sewer and water charges will be collected for the site upon issuance of the building permit for the <br />temporary t'2cility. Payment of sewer and water trunk charges will not be. collected when the <br />permanent banking facility is constructed. Staff is also recommending that the applicant be subject to <br />a $3,000 financial guarantee in order to ensure that the temporary facility is removed upon the <br />expiration date of the interim use permit or when the permanent banldng facility is complete, which <br />ever event occurs first. <br /> <br /> <br />
