dedicated drainage and utility easement was' to encompass storm water and sewer pipes and <br />accommodate ponding for development within Gateway North Industrial Park No. 5. <br />Engineering staff has reviewed the ponding needs for the industrial park and is comfortable with <br />a reduction in the existing easement. Engineering staff is comfortable with the revised drainage <br />and utility easement configuration, since it still accommodates ponding needs and encompasses <br />existing utilities. The revised final plat will allow the approved site plan to be constructed <br />without interfering with an easement that will be utilized for ponding purposes. <br /> <br />Mayor Gamec questioned if this approval should be made contingent upon the vacation of the <br />easement acted on under Case No. 2. <br /> <br />Assistant Connnunity Development Director Trudgeon responded in the affirrnative. <br /> <br />Motion by Councilmember Kurak, seconded by: Councilmember Cook, to adopt Resolution #04- <br />09-265 approving the revised final plat for Basalt Office Park 2'~a Addition, contingent upon the <br />vacation of the easement for drainage and utilitY easements on Lot 2, Block 1, Gateway North <br />Industrial Park No. 5. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Cook, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #4: Report from Finance Committee <br /> <br />1) Amendment of the 2004 Schedule of Rates, Fees and Charges <br /> <br />Finance Officer Lund reviewed that the City of Ramsey's 2004 Schedule of Rates, Fees and <br />Charges was adopted by the City Council on November 25, 2003. Amendments to this schedule <br />were taken at the City Council meetings of December 9, 2003, February 22, 2004, and August <br />10, 2004. Sewer and water trunk charges were amended at the August 10, 2004 City Council <br />meeting to $1,800 per sewer connection and $2,325 per water connection which were the rates <br />recommended by Bolton and Menk as part of their Comprehensive Sewer and Water Plan. After <br />a devcloper came forward at the August 24, 2004 City Council meeting regarding the sharp <br />increase in fees, time implementation, etc., Council chose to look at the amended fees and see if <br />they should be gradually implemented. At a work session on September 7, 2004, Council made <br />the recommendation that the sewer and water trunk charges be brought back to the Finance <br />Committee re-amending the rates to present a gradual increase of 25 percent. <br /> <br />Councihnember Elvig explained this CoUncil cannot require a future Council to increase the <br />rates, and can only make a recommendation. The goal for the increase is known and they want to <br />be sure to reach that goal. The thought of the Committee was to increase the fee at 25% at this <br />time, then 75%, and then 100%. The concern of the Committee is if these dates are not pi~med <br />down, people will not know the increases are coming again and there will be another issue at the <br />time of the future increases. <br /> <br />Finance Officer Lund advised this resolution would take effect tomorrow. <br /> <br />City Council/September 13, 2004 <br /> Page 10 of 29 <br /> <br /> <br />
