into a driveway. She stated most of their increase in traffic is coming from the Elk River area.
The Elk River City Council just approved another housing development, and there is a developer
in fi'ont of the Elk River City Council proposing another 800 home development on the eastern
portion of the city. Since Elk River's infrastructure evidently cannot handle what they are
approving it will put more of a burden on Baugh Street. In addition, there is development to the
north in Burns Township, with a lot of farmland that will be developed sooner or later. She
stated the street is not only unsafe, but there is also a noise issue with vehicles without mufflers
traveling night and day on their street. There is one resident that has said he would like to get
license plates, but the cars are traveling too fast to get the information. She stated it was
commented at a City Council meeting that Ramsey Boulevard and Armstrong Boulevard would
be thoroughfares to the new Town Center. They need to be sure these streets are safe. They do
not live in the country anymore; Ramsey is a developing City. Since they all know people do not
drive the speed limit, they are requesting a speed limit of 30 mph. With this speed limit cars will
likely travel at 40 to 45 mph, which would be an okay speed.

Mayor Gamec indicated this matter will be turned over to the Public Works Department, and Ms.
Johnston will be notified of the meeting. He explained with the county being involved, and with
MSA fimding, there are certain things required by the state. He noted this is a serious problem
throughout the whole City.

Councilmember Elvig indicated he will be giving an update of a large meeting held in his
neighborhood under the Mayor/Council Input portion of the meeting.

APPROVE AGENDA

Motion by Councilmember Strommen, seconded by Councilmember Elvig, to approve the
agenda.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Cook, Kurak,
Pearson, and Zimmerman. Voting No: None.

CONSENT AGENDA

Mayor Gamec noted Item No. 3 of the Consent Agenda concerns a letter from Alexandria House
regarding Domestic Violence Awareness Month.

Motion by Mayor Gamec, seconded by Councilmember Kurak, to approve Consent Agenda Item
Numbers 3 and 34, and to proclaim October 2004 as Domestic Violence Awareness Month in the
City of Ramsey.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Cook, Elvig, Pearson,
Strommcn, and Zimmerman. Voting No: None.

City Council/September 13, 2004
