b. Vehicular Mitigation Analysis <br /> The above analyses indicate all study intersections are forecast to operate <br /> acceptably under all scenarios, including with the addition of traffic generated by <br /> the proposed addition of the Pearson Farm Development. As Charts 1 and Chart <br /> 2 show, the existing, no-build, and build queues stay consistent and well below <br /> the standard thresholds. All 95th percentile queues remain at or below four <br /> vehicles per approach at all study intersections. These results suggest that the <br /> addition of the Pearson Farm Development will not adversely impact the traffic <br /> operations at the study intersections. No mitigation is required at these <br /> intersections to help improve capacity. <br /> With the existing low speed along Alpine Drive and Puma Street, the Turn-Lane <br /> Warrants published by MnDOT will not be fulfilled, as a 45 MPH minimum speed <br /> limit is not present on either roadway. The 30 MPH speed limit is consistent for <br /> a neighborhood street. A preliminary Turn-Lane Warrant analysis was completed <br /> based on volumes alone and ignoring the 45 MPH minimum speed requirement. <br /> The daily total traffic entering and exiting the site accesses based on the <br /> collected turning movement counts, surrounding development trip generations, <br /> and the site trip generation were estimated as follows: <br /> i. Southern site access at Bunker Lake Boulevard — 970 Vehicles per day <br /> ii. Center site access onto Puma Street — 920 Vehicles per day <br /> iii. Northern site access onto Puma Street — 680 Vehicles per day <br /> iv. Site access onto Alpine Drive — 350 Vehicles per day <br /> Main Line ADTs are roughly: <br /> i. Puma Street — 4,400 Vehicles per day <br /> ii. Alpine Drive — 2,700 Vehicles per day <br /> Based on these estimated volumes and the criteria published in Warrant 9 <br /> (Vehicular Volume Warrant) from the MnDOT Access Management Manual's <br /> Turn-Lane Warrants for Undivided Highways, Table 3, below, was created. This <br /> table shows the estimated mainline and access volumes and the corresponding <br /> MnDOT Warrant thresholds. <br /> Traffic Impact Study 7 CONSULTING <br /> Pearson Farm Residential Development <br />
