City of Ramsey <br /> Project B1610732 <br /> January 10, 2017 <br /> Page 14 <br /> The 1994 Phase I report also indicated that a water well was located near the southwest corner of the <br /> auto dealership building and a domestic septic system was located near the northeast corner of the auto <br /> dealership building (on the Site). <br /> A 1994 Phase 11 Environmental Assessment discussed the results of investigations conducted to assess <br /> areas of concern identified in the 1994 Phase I ESA including a former gasoline UST basin (located on the <br /> Site near Sunfish Lake Boulevard),two former gasoline dispensing islands (located on the Site near the <br /> southeast corner of the former auto dealership building), a motor oil UST basin (located on the Site in the <br /> northeastern portion of the former auto dealership building), and two drainfields connected to sand <br /> traps located in the building (the east sand trap and drainfield were located on the Site). Groundwater <br /> was encountered at depths ranging from 20 to 22 feet below ground surface. Soil and groundwater <br /> contamination (GRO and BTEX) was encountered in the area of the former dispensing island to the south <br /> of the auto dealership building (located on the Site). One soil sample collected from the area of the <br /> motor oil UST(located on the Site) had no detectable concentrations of petroleum compounds (this was <br /> the hand auger sample previously discussed in Leak#7134). No soil or groundwater contamination (GRO <br /> or BTEX)was identified near the east dispensing island or along the eastern edge of the larger property <br /> near the location of the two former gasoline USTs (both areas located on the Site). No soil contamination <br /> (VOCs, RCRA metals or DRO) was identified near the east drainfield (located on the Site). Soil and <br /> groundwater contamination (VOCs including trichloroethene and tetrachloroethene, RCRA metals and/or <br /> DRO)was encountered in the area near the west drainfield (located just west of the Site). Further <br /> assessment was recommended in the areas of the former dispensing island to the south of the former <br /> auto dealership building and in the area of the west drainfield. <br /> Approximately 400 cubic yards of petroleum impacted soil was excavated from the location of the former <br /> south dispensing island on July 19, 1994.The soil was landfarmed on the adjoining property to the north <br /> across the railroad tracks.The excavation appeared to be effective in removing all petroleum impacted <br /> soil above the water table in the area. Four groundwater monitoring wells were installed in the area of <br /> the former south dispensing island. The wells were sampled in November 1994 and March 1995. Low <br /> levels of PVOCs were detected in three of the wells during the November 1994 sampling event at <br /> concentrations below their Health Risk Limits (HRLs). Samples were analyzed for GRO and BTEX during <br /> the March 1995 sampling event. All compounds were less than the laboratory reporting limit with the <br /> exception of a low detection of xylene in one well.The petroleum release (Leak#7205)was closed on <br /> September 26, 1995. <br /> A work plan was prepared to address excavation of the west drainfield and all impacted soil along with <br /> the installation of four additional groundwater monitoring wells.The work plan was approved by the <br /> MPCA in a letter dated August 3, 1994. Excavation of the west drainfield area occurred in September <br /> 1994. Approximately 350 cubic yards of contaminated soil was removed and was thin spread on the <br /> adjacent property to the north across the railroad tracks with the approval of the MPCA.
