Confirmatory <br /> samples from the sidewalls and bottom of the excavation were analyzed for VOCs, polynuclear aromatic <br /> hydrocarbons (PAHs), DRO, and eight metals. No VOCs, PAHs, or DRO were detected above method <br /> detection limits. Metals were detected at concentrations within natural background levels. The MPCA <br /> determined that no further soil monitoring of the soil thinspread on the adjoining property to the north <br /> in a letter dated August 22, 1995. <br /> Four monitoring wells were installed in the area of the west drainfield in September 1994. During <br /> installation, soil samples were collected at 14 to 16 feet below grade. Soil samples were analyzed for <br /> VOCs, PAHs, DRO, and eight metals. No VOCs, PAHs or DRO were detected above method detection <br /> limits. Metals detected were all within natural background levels. Groundwater was encountered at 20 <br /> to 22 feet below grade. Two rounds of groundwater samples were collected and analyzed for VOCs, <br /> PAHs, eight metals, mercury and polychlorinated biphenyls (PCBs). PCBs were not detected above <br /> method detection limits. Metals, PAHs, and VOCs were detected at levels below their respective Health <br /> Risk Limits. All VOCs detected were petroleum related.The PAHs and VOCs together comprised the <br /> Identified Release. Based on the approved soil response action and a review of the environmental <br /> documents,the MPCA issued a No Action Determination letter pertaining to the Identified Release <br /> (VP4770) on June 14, 1995. <br /> A VIC application was completed on April 18, 1994 for the purpose of obtaining a technical review and <br /> approval of voluntary response action plans that may lead to the MPCA entering into an agreement with <br /> the voluntary parties. <br /> B.5.f. VP4771 <br /> A Phase I ESA was conducted in 2000 in regard to a larger 6.75-acre property(6415 Highway 10) that <br /> included the Site.At the time,the larger property was occupied by a one-story commercial building <br /> (offices, showroom and shop area) and a smaller office building. The larger commercial building was <br /> occupied by McKay's Auto Sales and Mark's Signs (located in one of the former service bays) and the <br /> smaller building was occupied by Value Auto Sales.The eastern half of the larger building was located on <br /> the Site with the remainder of the building located on what is now the adjoining parcel to the west. The <br /> smaller commercial building was located in the southcentral portion of the larger parcel (to the west of <br /> the Site).The 2000 Phase I ESA identified fifteen underground hydraulic oil lifts within the auto <br /> dealership building as being potential sources of petroleum impacts. As discussed in Section B.S.d, eight <br /> of the lifts appear to have been located on the Site. <br /> Demolition of the former automobile dealership was completed in June 2001. As part of the demolition <br /> activities, the fifteen underground hydraulic lifts in the garage portion of the building were removed. A <br /> test pit was dug following the removal of each lift and a soil sample was collected from a depth of <br /> approximately 8 feet below grade at each lift.
