Site 50—Site Executive Summary <br /> March 29, 2017 <br /> Site Information: Site 50 is bordered to the north by Sunwood Drive NW followed by a medical <br /> office and PACT Charter School. To the west is a vacant commercial property, and to the east is Ramsey <br /> Boulevard NW which provides a direct connection to U.S. Highway 10. U.S. Highway 10 then provides a <br /> direct connection to U.S. Highway 169.To the south is a stormwater pond and the railway for the <br /> Northstar Commuter Rail Line which provides a connection to downtown Minneapolis.The Site has one <br /> stubbed access point off of Sunwood Drive NW and may be able to gain additional access points via <br /> future planed roadways that will run along the far west portion of the property. <br /> The property is 14.7 acres in size and is zoned as "The COR" and located in the "3" Sub-district.The COR- <br /> 3 Workplace Subdistrict is intended to accommodate a mix of large and small floor plates <br /> accommodating auto-oriented uses, this suggests even greater attention be paid to public realm and <br /> streetscape improvements that not only provide convenient access to storefronts, but present an <br /> additional challenge to the overall visual character and aesthetic appeal of the site. <br /> Building Permit Application and Commercial Site Review: The city's 2016 building permit and <br /> commercial construction requirements have been included for the site. <br /> Community Profile: The community demographics have been included with the report to allow for <br /> the potential development contacts to have a general understanding of the community. <br /> Environmental Review: WSB has performed this Phase I ESA in conformance with the scope and <br /> limitations of ASTM Practice E1527-13 for Anoka County Parcel 28-32-25-41-0020 located in Ramsey, <br /> Minnesota. Exceptions to, or deletions from,this practice are described in Section 2.3 of the report. The <br /> complete report is attached as Appendix A. <br /> This Phase I ESA has revealed one RECs, no HRECs, and no CRECs associated with the Property as <br /> described in Section 8.1, Section 8.2, and Section 8.3. Based on the results of this assessment, WSB <br /> provides the following recommendations: <br /> • No additional environmental investigation is warranted at this time.The REC identified was the <br /> existing active Casey's General Store. <br /> Alta Survey: An ALTA Survey was completed and was completed and is attached to this report. The <br /> survey does not indicate any concerns for the development of the property. <br /> Title Commitment: The title commitment has been completed and indicates there are no concerns <br /> with the city's ownership. The complete title commitment and supporting documentation is included as <br /> Appendix D of the report. <br />
