- 2 -

h. "What was the criteria for the~s areas?"

This question has already been answered above. District 1 is urban and
makes the third side of a triangle. This area would be charged full
taxes right away. Someone in the audience asked if Amoka would go out.
and annex just certain parts of Ramsey if Ramsey voted down this annex-
ation deal. Mr. Elvig stated that Anoka cannot go out and take in just
certain areas. If the people living i~ certain parts cometo the City
of Anoka requesting annexation the City of Anoka would honor the request.
If there was no objection from anyone in the township they would honor
the petition. Brow Township went to the County Commissiom and objected
to a petition for Annexation and now they are awaiting the ruling o£ the
Municipal Commission. 95 out of ll3 homes in the afore mentioned action
requested annexation. It was the Noon Schuyler Addition. Only land
owners can petition for annexation.,

There are 319 acres of land owned by several people in Ramsey who
want an industrial park and who want to be annexed to Anoka~ Within the
next few days this petition will be filed. Just west of this area an-
other level pacel of land wants to be annexed about 700 or 800 acres.

No. ~ "If Anoka annexes only a part of Ramsey,~ how would the rest of
Ramsey benefit?"

Answer: Refer to page 25 and page 16 of the Fact-Finding booklet.
were also informed that 1 mill produces $860 im Ramsey Township..

SERVICES:

~e

No. 1 "Will we still be serviced by A.E.C.~? Especially in Area 3, east
side of the Rum Ri~er."

The answer to this is beyond the realm of the Fact-Finding Commission.
Anoka Cooperative doesn't want to lose the franchise in Ramsey Township.
City of Anoka wants to service Ramsey Township.

~o. 2 "Il' Anoka condems-the A._E.~C. lines,~ will we have to pay £or the
new lines through special assessments and/or taxes?"

Anoka will have to buy the A.E.C.~ lines.. Question was asked "Would we
have to pay for these lines in the form of a tax bill or an assessment?,'
Answel~: The cost would come out of revenues that are paid by the resi-
dents of the community. Mr. Elvig said the profit from running the
electric company was quite substantial and helps to bring down the mill
rate. Expansion comes out of the revenue of the electric utility.

No.. 3 "What will 'the city do about our so called "private public" roads
which the 'township hasn't taken over?"

Mr. Gotham answered that at the present time it amounted to about $5.00
for snow removal and about $5.00 for road grading.

No. 4 "When will the outer areas of the township receive ~ad maintainance
such as snow removal, grading, etc?"

Answer: At present time they are graded and gravelled to specifications.
