Assistant Community Development Director Trudgeon advised that with the Comprehensive <br />Plan Amendment they will be looking at growth and a traffic study and what is needed in the <br />future. <br />Vice Chair Johnson added some of this will be in the hands of the County. He stated they are <br />putting 2200 units in the Town Center together will all those others, and it will cause a huge <br />impact on County resources. <br />Commissioner Brauer also noted the information about the four cities and what they charge for <br />development fees, and noticed the wide variety. <br />Assistant Community Development Director Trudgeon stated one change in the 2004 Legislative <br />session was on park dedication fees, and how cities have to have a basis for the amount they <br />charge, rather than the impression they are just pulling a figure out of the air. He indicated there <br />will be more discussion on this as cities determine how they will charge. <br />Commissioner Brauer indicated to him this ordinance makes sense, and if they are going to put <br />development in these areas they should stay as close to what they have now for R-1 as they can. <br />However he asked if this is passed in August, and the moratorium ends, does that mean anyone in <br />this area could come in and start developing. <br />Assistant Community Development Director Trudgeon indicated that is what it means. <br />Commissioner Brauer stated that scares him, because he thinks developing before they have the <br />corridors in place will be a nightmare. <br />Vice Chair Johnson argued that property owners can develop now in two and a half acre parcels, <br />which is more problematic. He stated he sees it as a way for the owner of forty acres to get close <br />to what the property is worth under current zoning and still have some of the parcel left over. <br />Commissioner Brauer asked if the rush to complete this is coming from the City Council. <br />Assistant Community Development Director Trudgeon indicated the City Council ordered the <br />moratorium because they have people who wanted to divide into two and a half acre parcels, but <br />the City Council wanted to look at this first. He stated they put a 90-day limit on it so it did not <br />negatively impact the landowners for a long period of time. <br />Commissioner Brauer asked how much longer it would take to set up some main corridors. <br />Assistant Community Development Director Trudgeon indicated sewer and utilities has a big <br />impact on road construction, so they would have to know where those were going first. He stated <br />they will have that knowledge by the end of the year. <br />Vice Chair Johnson stated he would not be surprised if City Engineer Jankowski has a lot of this <br />done already, and we may even be able to have it earlier than the end of the year. <br />Planning Commission/July 1, 2004 <br />Page 11 of 13 <br />
