Commissioner Brauer indicated he is not saying the plan has to be set in stone, but they should <br />have a general idea of how it will lay out. <br />Vice Chair Johnson asked if the City Council is generally comfortable with the way it is going. <br />Assistant Community Development Director Trudgeon indicated they seem to be. <br />Commissioner Jeffrey stated when they talk about homeowners associations, does the City have a <br />canned set of bylaws or issues they want to see addressed in the bylaws. He thinks there should <br />be some expectations for what should be addressed. <br />Assistant Community Development Director Trudgeon agreed that was a good point. He stated <br />they do not have any now, and typically the City does not get involved in these associations, but <br />there are certain things Staff would want to see in these situations so they should have a standard <br />set. <br />Vice Chair Johnson agreed it would be a good idea, noting Staff may be dealing with some <br />people that are not real sophisticated in development. <br />Commissioner Watson commented the cluster concept came up about a year ago, and he did not <br />like it at first, but he is becoming more acclimated to it. <br />Commissioner Jeffrey agreed, noting the public would tell them what they think of the idea at the <br />public hearing. <br />Commissioner Van Scoy asked if someone could plat non -buildable lots that could be sold over <br />and above the number of buildable lots. <br />Assistant Community Development Director Trudgeon stated they will need to talk with the City <br />Attorney about how to ensure the remainder of the land cannot be sold. <br />Commissioner Brauer asked what happens to the sewer system after city sewer comes in. <br />Assistant Community Development Director Trudgeon stated the theory is it would be removed, <br />and the pipes would be designed so they could work with the city sewer. <br />Case #6 Staff Update <br />Case #7 Zoning Bulletin <br />The Zoning Bulletin was noted. <br />Planning Commission/July 1, 2004 <br />Page 12 of 13 <br />
