Councilmember Elvig thanked staff and the three <br />Councilmcmbers that met with the federal legislators, which brought this $200,000 into the City. <br />Councilmcmber Kurak noted there have been comments about subsidizing Town Center. This <br />money should not be mistaken as subsidizing the project, as it is money from outside the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />Pearson, and Zimmerman. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1 ) IXleighborhood Meeting <br /> <br />Councilmember Elvig reported on Wednesday, September 7th there was a flyer distributed around <br />his neighborhood and the neighborhood south of his referring to townhomes in the pumpkin <br />patch and the commercial node, and being forced to hook up to sewer and water. He attended a <br />meeting with the neighbors, as well as Councilmember Strommen, City Administrator Norman, <br />and thc developer John Peterson. Mr. Peterson said townhomes would not be built if the <br />neighbors did not want them. It was very evident that the townhouses were a problem for the <br />neighborhood. Mr. Peterson did discuss some duplex senior housing, and one stories. Some <br />people seemed to be in favor of that if a study shows it is appropriate. They also discussed the <br />commercial node and the EDA sponsoring a market study. They discussed the market mix, <br />traffic, re-routing traffic, consolidation of the businesses there, the need for pockets of rooftop <br />density in the area, and the need to remodel and revitalize that commercial node. Other <br />discussions were about sewer and water coming to the region and property owners not being <br />forced to hook up. It was explained that residents would only be required to hook up by a <br />petition fi'om the neighborhood. The other possibility would be if a developer were to ask for a <br />pipe, and then only at the time of failure of the septic system would a property owner be required <br />to heel< up. Several other things were discussed, such as a six million dollar offer from <br />developers for sewer and water to the west, improvements on Highway 47, and how long it <br />would be to get that done. There was discussion about the process and how to get information <br />out to people earlier, which was very resounding. He stated once they had the conversation he <br />thinks it put people at ease that there is a lot of thought in the process. There was concern from <br />the residents that this seemed to sneak up on them. The residents were informed that the public <br />hearing lbr part of this planning will be on September 23`'d. Other questions were regarding <br />traffic problems on 167, security at the new park, a general timeline for potential improvements, <br />and at request for more forums like the one they held. He stated he would like to recommend the <br />following: <br /> <br />· Staff to look at the possibility sequencing the signals on Highway 47 and Highway 10 <br /> going east in the mornings and west in the evenings. <br />· Staff to come up with a concept to improve or modify the process that allows for <br /> intbrmation to become available earlier, and with a better delivery system.
