Sylvia l~)'olik <br />September 21, 2004 <br />Page 2 <br /> <br />· Guidelines or Best Management Practices (BMPs) for developing land adjacent to <br /> wetlands. <br /> Establishment of silt fences, grading techniques, and other construction practices to be in <br /> place during the construction phase. <br /> Guidelines for establishing appropriate wetland buffer widths based on factors such as <br /> wetland type, soil type, slope, ground cover, and other factors. <br />e Guidelines for land use practices - i.e. lawn fertilization, conservation easements, no <br /> mow areas, and improvements <br />* Guidelines for stormwater management facilities. <br /> <br />A preliminary work program is described below. We would use this for discussion purposes at this <br />point, anticipating futlher refinement based on input from the EPTF and City Staff. <br /> <br />Task 1 - Kick-off Meeting <br />This mceting would be a kick-off meeting to start the project to include City Staff, EPTF, HKGi and <br />PEC. The purpose would be to discuss the issues went into the drafting of the Wetland Buffer <br />Ordinance purpose statement as well as other input from Task Force and City Staff. This meeting <br />would form a baseline for issues and concerns to address in a Wetland Buffer Ordinance. PEC would <br />also update the Task Force on their work with the Metropolitan Council study. <br /> <br />Task 2 - Preparation of Wetland Buffer Ordinance <br />ItKGi and PEC will work in concert to develop an appropriate buffer widths ordinance for wetland <br />areas. This "interim" ordinance anticipates the preliminary data from PEC work will be used as the <br />scientific basis for the ordinance. It is anticipated that their final Metropolitan Council work could be <br />integrated into a revised ordinance as needed. <br /> <br />Task 3 - Presentation of Draft Ordinance <br />We would snggest presentation of a Draft Wetland Buffer Ordinance to the EPTF. <br />PEC would attend the meeting to present the Ordinance. <br /> <br />Both HKGi and <br /> <br />Task 4 - Ordinance Revisions <br />Based on input fi'om the EPTF, Ordinance revisions would be made as necessary. A revised draft <br />would be produced for presentation to the Planning Commission and City Council. <br /> <br />Task 5 - Joint Planning Co~nmission and City Council review <br />As appropriate, the Ordinance will be presented to the Planning Commission and City Council for <br />their review and comment in a workshop setting.
