This approach is intended to be consistent with the Wetland Buffer Ordinance Purpose <br />Statement established by the Environmental Protection Task Force (EPTF) as well as direction from <br />City Staff. <br /> <br />Thc following are considerations in approaching a new ordinance: <br /> <br />· There is currently not a wetland protection ordinance for the City of Ramsey. <br />· The Metropolitan Council has funded a field study of wetland buffer effectiveness in <br /> conjunction with the Builders Association of the Twin Cities (BATC). <br />· The City desires to adopt an ordinance prior to the 2005 building season that would <br /> require all development to provide some level of wetland protection. This ordinance may <br /> be viewed as an interi[n ordinance until the Metropolitan Council study is complete and <br /> its results can be incorporated into a new or revised ordinance. <br />· The Metropolitan Council wetland buffer study will be completed in approximately 2-3 <br /> years, although interim reports will be available. <br />· There are a number of communities and watershed organizations that have wetland buffer <br /> ordinances. <br /> <br />We would include Peterson Environmental Consulting (PEC) on our team to provide scientific <br />expertise relative to wetland related issues. HKGi and PEC have a long history of working together <br />on projects including a similar project for the City ofMinnetonka. Peterson is also performing the <br />field testing tbr the Metropolitan Council wetland study. We believe our knowledge of Ramsey and <br />the first hand experience of PEC with the wetland study will provide the City with a cutting edge <br />wetland ordinance, <br /> <br />Wetlands serve a variety of functions in Ramsey.
