FC Case <br /> <br />CONSIDER PROPOSAL FROM HOISINGTON KOEGLER GROUP, INC. TO <br />DRAFT A WETLAND PROTECTION ORDINANCE FOR THE CITY OF RAMSEY <br />By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />As you know, the Environmental Policy Task Force was created for the purpose of addressing <br />two issues: tree preservation and wetland protection. Last year, the Task Force completed the <br />drafting and implementation of the Tree Preservation Ordinance. <br /> <br />This past summer, the Task Force met with numerous agencies in order to familiarize themselves <br />with issues related to wetland protection. After going through that exercise, it was generally <br />agreed that the Task Force will need the assistance of a consultant with expertise in the area of <br />wetlands to craft a wetland protection ordinance for Ramsey. <br /> <br />Consequently, Sarah Strommen, the City Council liaison to the EPTF, and City Staff met with <br />Loren Gordon of Hoisington Koegler regarding the EPTF's thoughts on using a consultant. On <br />Scptember 27, 2004, Loren Gordon attended the EPTF meeting at City Hall and presented a <br />proposal fbr development of a wetland protection ordinance for Ramsey (refer to attachment). <br />The proposal was acceptable to EPTF and they moved to recommend that City Staff prepare a <br />case for the September 28 Council agenda to engage the services of Hoisington Koegler for the <br />purpose of drafting a wetland protection ordinance for the City at a cost not to exceed <br />$16,000.00. The EPTF was very concerned that the ordinance be in place prior to the next <br />construction season and requested that Staff have this case added to the September 28 Finance <br />Committee and City Council agenda. <br /> <br />City Staff is recommending that the cost of this project be covered with a transfer from the <br />Landfill Tipping Fee to the General Fund. Environmental expenses are a legitimate use of <br />Landfill Tipping Fees. <br /> <br />Recommendation: <br /> <br />Authorize City Staff to proceed to engage the services of Hoisington Koegler Group for the <br />purpose of developing a wetland protection ordinance for the City at a cost not to exceed <br />$16,000.00 <br /> <br />Committee Action: <br /> <br />Motion to recommend that City Council adopt the proposed resolution to authorize a transfer of <br />$16,000.00 fi'om the Landfill Tipping Fund to the General Fund for the purpose of hiring <br />Hoisington Koegler Group to develop a wetland buffer ordinance. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #04-10- authorizing the transfer of $16,000.00 from the Landfill <br />Tipping Fund to the General Fund to engage the services of Hoisington Koegler Group for the <br />purpose of developing a wetland protection ordinance. <br /> <br />FC: 119/28/04 <br /> <br /> <br />
