Chairperson Nixt suggested the conditional use permit be phased to allow the applicant to <br />proceed with the expansion of 30,000 square feet at this time. <br /> <br />Mr. Rowe explained the building he is planning to build at this time would be 168 feet by 180 <br />feet. <br /> <br />Assistant Community Development Director Trudgeon asked if some of the uncomfortableness <br />of the Commission is due'to not knowing what will happen in the future. <br /> <br />Chairperson Nixt stressed the need for a formal review process. He expressed concern that it is <br />not known if this property complies with City Code. He stated typically an expansion would <br />require the existing structure to come into compliance with City Code, and he is not hearing that <br />staff has done that evaluation. He asked if this could go before the Council in time to meet the <br />timeline for the current expansion if it is tabled until September. He inquired of the applicant's <br />reaction to this. <br /> <br />Mr. Rowe replied at this time he would like to proceed withtheexpansion 0fthe 168 foot by 180 <br />foot building. <br /> <br />Chairperson Nixt asked if approval at the September 14th City Council meeting would allow Mr. <br />Rowe enough time tO start on the building. <br /> <br />Mr. Rowe replied that would be pushing it, but there are certain things he could do. He does not <br />really need to do ground preparation, but he does have to get concrete put down. <br /> <br />Chairperson Nixt inquired about the need for a site plan and elevations. <br /> <br />Assistant Community Development Director Trudgeon replied that determing how much detail is <br />required is part of the problem, and staff is trying to detenrtine the appropriate amount of <br />information that is needed. <br /> <br />Chairperson Nixt indicated he is not opposed to the 30,000 square foot expansion. He suggested <br />the applicant work with staff and provide the appropriate sketch to be included with the <br />information for the conditional use permit for the proposed addition. <br /> <br />Assistant Community Development Director Trudgeon noted it could be required as part of the <br />conditional use permit that every expansion will need to go through a site plan review. The <br />question in front of the Commission would then be whether the maximum expansion is <br />acceptable, and on that basis the conditional use permit would be approved or denied. The <br />applicant could then come in for the site plan process with an agreement that they can expand to <br />a certain amount but under conditions that need to be met. <br /> <br />Chaiq>crson Nixt questioned if it is appropriate to allow the further expansion. The applicant is <br />discussing concrete, which does not seem to be a temporary agricultural structure. He is willing <br />to work on the timeline.
