Absent: Commissioners Johnson and Shepherd. <br /> <br />Case #8: <br /> <br />Request for Sketch Plan Review of Town Center Gardens 3rd Addition; Case <br />of BrightKeys, inc. <br /> <br />Associate Planner Geisler explained Brightkeys has applied for sketch plan review of Town <br />Center Gardens 3''d Addition, the third phase of Town Center gardens. The whole development <br />site is 51.91 acres. The property proposed to be developed in this phase is approximately 21.99 <br />acres in size, and is generally located on Bunker Lake Blvd at Ramsey Blvd. The sketch plan of <br />Town Center Gardens 3~d Addition proposes a total of 196 townhomes (128 units in 16 eight-unit <br />buildings, 36 units in 6 six-unit buildings, and 32 units in 8 four-unit buildings). As proposed, the <br />project would have a density of 8.9 units per acre. This is above the permitted density in the R-2 <br />zoning district, which is 7 units per acre (net). A comprehensive plan amendment and a rezoning <br />would be required to achieve the proposed level of density. Staff and the applicant have had <br />discussions rcgarding the possibility of rezoning this land to TC-4a in order to be consistent with <br />the Town Center property to the west. The TC-4a District allows residential density up to 10 <br />units per acre. <br /> <br />Associate Planner Geisler advised it should also be noted that the boundaries of the current <br />addition are unclear; this will need to be revised on subsequent plans, and may affect the overall <br />density on the site. The sketch plan is showing several apartment buildings in the northwest <br />corner of the site; revised plans need to indicate more clearly if this is part of the current phase or <br />a future phase. The proposed development will also need to go through site plan review, most <br />likely at thc preliminary plat stage. The sketch plan is proposing to construct a combination of <br />public and private streets throughout the development, similar to the streets that were approved <br />with thc first two phases of Town Center Gardens. A detailed drainage and ~ading plan will be <br />addressed during the preliminary plat process. The project is subject to the review and <br />permitting process of the Lower Rum River Watershed Management Organization (WMO). The <br />Park and Recreation Commission will review the sketch plan at their August meeting for <br />recommendations on park dedication and trail requirements. <br /> <br />Associate Planner Geisler advised while there are many details that must be worked out in the <br />preliminary plat and site plan stages, the-proposed sketch plan is consistent with the first two <br />phases of Town Center Gardens. Staff finds the sketch plan generally acceptable subject to <br />further review of grading and drainage, street design, and overall density on the site. <br /> <br />Chairperson Nixt announced although this is not a public hearing, he will be taking comments <br />from thc public. <br /> <br />Phil Detainer of Btfghtkeys Development stated he is available for questions. <br /> <br />Fred Mertens, 7404 149th Avenue NW, stated his property is about 330 feet from the proposed <br />development. He stated there are several things about the development that he opposes <br />adamantly. First is the apartments included in the plan. He stated people that rent homes do not <br />have the tendency to take good care of their property and landlords tend to let them fall into <br />disrepair, f-le does not have the desire to have something like that close to his home.
