The plat should be reconsidered to evaluate the layout of the property in the northeast
corner to look at where it lines up with the most practical use or potential use of
redevelopment options of the adjacent property that is currently single family.

Chairperson Nixt stated these issues need to be evaluated. He asked staff's opinion of rezoning
areas around the Town Center.

Assistant Community Development Director Tmdgeon replied he thinks rezoning may be
appropriate given the appropriate design. There have been discussions with the Council during
worksession regarding the feel of this with it being so close to Town Center, and that it might be
appropriatc to integrate that somehow.

Chairperson Nixt questioned how areas adjoining Town Center would be rezoned without
drawing the line somewhere. He would be open to hear comments, but is not inclined to a~ee
that this should be an extension of Town Center.

Assistant Community Development Director Trudgeon indicated the zoning to the east of Town
Center allows up to ten units per acre. There should be continuity with whatever will be
developed, especially with the front face along CR 116.

Chairperson Nixt indicated they may want to stagger the density in a reducing fashion going
north.

Assistant Community Development Director Trudgeon noted density has been staggered in
relation to Town Center going north. There has been some discussion regarding this and the
Planning Commission did recognize the density should be staggered down as it gets further away
fi'om the core. This was the reason for the TC-4a, b, and c zonings.

Chairperson Nixt stated at this point he would want to review this in context. If they are going to
start tying Town Center standards into other developments they need to look at it in the context
of the overall Town Center. It is difficult to visualize this with the overall Town Center having
not seen this for months.

Commissioner Brauer stated the zoning needs to be looked at first.

Chairperson Ni xt commented he can appreciate from the applicant's standpoint, that if the City is
starting to make them subject to some of the architectural requirements of Town Center, they
want some of the benefits as well. He is willing to recognize that. He indicated he is not in
favor of the 16 unit buildings adjacent to 149th Avenue. He does not have comments on the area
that is ah'eady approved. He inquired how the units to the west deviate significantly from the
units approved in the southeast comer. The appropriate screening in the northwest comer needs
to be evaluated with the eight unit building, and the density proposed in the northeast corner
needs to be reconsidered. He would not st.ate today that a density approaching ten is doable.

Regarding thc northeast corner, Mr. Dommer explained the plan had 52 single family homes on
very small lots and replaced that with the 48 one level units. Brightkeys thought that was a good
thing for the neighbors.

Planning Commission/August 5, 2004
