One lot
being under control by one entity makes some of those issues go away. There will be an overall
master plan regarding the shared parking that will be controlled by one entity versus three or four
property owners working out cross easements. There are also other issues, such as the
maintenance of the shared parking areas, upkeep and snowplowing. They can all be done, but it
makes it a little easier and manageable to do it this way with one big lot that multiple people are
using.

Board Member Van Scoy asked ifa PUD process will be used.

Assistant Community Development Director Trudgeon responded in the negative and explained
this would be a variance.

Board Member Van Scoy clarified they are looking at the possibility of using this as a blueprint
for future development.

Assistant Community Development Director Trudgeon replied that was the discussion at the last
Commission meeting; that they may want to look at what they want to do in the Town Center
District with multiple buildings. He is not sure if everyone weighed in on that. In the interim the

Board of Adjustment/August 5, 2004
