This section would <br />encompass Fire Suppression Fees, Fire Alann Fees, Contractual Fees, Fire Service Fees, etc. <br />These rates would go into effect tomon'ow if passed. <br /> <br />Councill11el11ber Elvig reported it was the recommendation of the Finance Committee to approve <br />the rates as presented in the resolution. <br /> <br />Motion by Councilmember Elvig, seconded by Councill11ember Strommen, to ratify the <br />recommendation of the Finance Committee and adopt Resolution #04-08-216 amending the 2004 <br />Schedule of Rates, Fees and Charges. <br /> <br />Further Discussion: Councilmember Kurak inquired if the sewer and water rates would now be <br />in line with other cOlIU1lUnities. Finance Officer Lund responded in the affinnative. She <br />explained they would nO\\I be within a couple of hundred dollars of sunounding communities. <br />Ramsey's rates were very low. Councilmember Kurak clarified that the funds will be collected <br />from development fees, and will not be user fees. It is important to note that this refers to a <br />connection charge, and will not be a charge on users. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />and Zimmennan. Voting No: None. Absent: Councilmember Pearson. <br /> <br />3) Creation of a Park Fund <br /> <br />Finance Officer Lund reviewed that on June 10, 2004, City Council held a joint meeting with the <br />Park & Recreation Commission. During this meeting, the creation of a new Park Fund was <br />discussed. The Park Commission, as well as City Council was in agreement that a new fund <br />should be created. She reviewed the following infonnation that was discussed by the Finance <br />Committee: <br />I. The Park Fund will be used to account for resources accumulated to defray the cost of <br />maintaining and/or acquiring park improvements. <br />2. Revenue Sources for the Park Fund would be: <br />, Donations <br />, Excess General Fund Revenue Transfer in the amount of 10%. To accomplish <br />this, the current transfer of 50% to the PIR Fund will need to be amended to 40%. <br />, Interest Earnings from pooled interest earnings. <br />r Potential User Fees. <br />3. Expenditures that will be allowed from the Park Fund: <br />, Yearly transfer to the General Fund in the amount of 100% of accrued interest <br />eamings to offset park maintenance costs. <br />T Any Capital Expenditures (non-operating) that would utilize principal and are <br />approved by a tour-fifths vote of the City Council. <br />, Fund balance shall be increased to and maintained at $3,000,000 unless Council <br />declares an emergency situation exists. <br /> <br />City CounciVAugust 10, 2004 <br />Page 12 of 27 <br /> <br />P26 <br />
