<br />Assistant Community Development Director Trudgeon replied no. <br /> <br />City Administrator Norman stated that the property may not be in the moratorium, but it is near <br />the lawn Center and part of the study area for the interchanges. He noted that iVlr. V olks <br />property could eventually be a ramp, which is why staff was recommending an interim use <br />permit. <br /> <br />Mayor Gamec expressed concern that in the past the City has required that any outside storage be <br />done on a gravel surface. He inquired if they grant an interim use permit on a yearly basis how <br />often can they renew the permit. <br /> <br />Assistant Community Development Director Trudgeon explained that an interim use permit can <br />be in place for a maximum of five years. Staff is recommending a two-year interim use permit <br />because that is about the time the majority of the development will be occurring within the Town <br />Center. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #03- <br />11-304 adopting Findings of Fact #0658 relating to a request from Bruce Volk for an interim use <br />permit for outdoor storage as a secondary principal use at 14165 Ramsey Boulevard. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve adopting <br />Resolution #03-11-305 declaring terms of the Interim Use Permit to allow for outdoor storage as <br />a secondary principal use at 14165 Ramsey Boulevard, based on the findings of fact, until August <br />1,2005. <br /> <br />Further discussion: Mayor Gamec expressed concern that if the City allows one property to store <br />items on their property without Class V, are they going to have problems with denying other <br />requests. He inquired if it was possible to grant the interim use permit for one year. <br />Councilmember Elvig replied that J\lIr. V olk owns and works on the property and he was not sure <br />that there are very many properties in the City that have enough area to do something similar. <br />The August 2005 date is more of a deadline. He stated that he thought it would be wise for NIr. <br />Volk to advise people that the storage will not continue past 2005, with the development of the <br />Town Center. Councilmember Cook stated that they have to look at situations on a case by case <br />basis based on site location and what is occurring. He did not think they would be setting any <br />kind ot" precedent. Councilmember Zimmerman stated that he thought that a one year interim use <br />permi t would be more appropriate because if they find out in a year things are moving faster in <br />the Town Center then the City would not be required to allow the use to continue. Mayor Gamec <br />swteci that the City has had similar requests by other businesses and he would have a difficult <br />time granting a Llse to one business owner along the corridor but not another business.
