Motion was amended by Councilmember Elvig to grant the interim use permit for one year with an expiration date of August 2004, but Councilmember Cook d.id not second the amendment. Further discussion: COlll1cilmember Kurak inquired if the applicant would incur additional costs to renew the application in one year. Community Development Director Frolik replied yes, explaining'that the applicant would have to pay an application fee of $500. Councilmember Kurak replied that she had a problem with requiring the applicant to incur additional fees especially since she did not think that anything would happen in two years that would be so eventful. Motion by Councilmember Elvig, seconded by Mayor Gamec, to amend the original motion to grant the interim use permit for one year with an expiration date of August 1, 2004. Amendment Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Strommen, and Zimmerman. Voting No: Councilmembers Cook, Kurak, and Pearson. Original Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, Strommen, and Zimmerman. Voting No: None. Vicki Volk, 14165 Ramsey Boulevard NW, Ramsey, inquired if they are going to be required to go through the entire process again and pay the application fee next year if RV World needs a place to store their units. Mayor Gamec replied y~ Case #2: Request for'a Conditional Use Permit for an Oversized Accessory Building; Case of Don ~)ner Community Development Director Frolik explained that the City received an application from Don Volner for a conditional usepennit to exceed the accessory building size restrictions established in City Code on the property located at 8121 154th Ave. NW. The subject property is approximately 0.86 acres (37,464 square feet) in size and is located outside the Metropolitan Urban Service Area (MUSA). Under City C0de, parcels between 14,880 sq. ft. and 43,559 sq. ft. can have up to 1,488 square feet of accessory.building space. The proposed building will be 1,820 square feet (28' x 65') in size. Coupled witq. the existing garage (484 sq. ft.) and shed (192 sq. ft.), the applicant would have 2,496 sq. ft. [n act~ssory building space. However, Mr. Volner has stated that the existing shed would be removed and that the existing attached garage will be converted into living space prior to the final inspection of the proposed accessory structure. The net result will be an overage of 332 square feet. Mr. Volner has also agreed to submit a surety, in the amount of $2,000, to ensure that this "''lork will transpire prior to the completion of the proposed structure. The City would not issue a building permit for this structure until the surety has been submitted. The Planning Commission conducted a public hearing on November 6, 2003, and there were no verbal comments regarding this request. How'ever, tbere was one 'vvritten comment submitted from an anonymous source concerning the possibility of a machine shop being operated in the accessory structure.
