<br />CASE # L./ <br /> <br />REQUEST FOR AN INTERlM USE PERlVIIT TO ALLOW FOR THE OPERATION OF' <br />A CHURCH IN THE E-l EMPLOYNIENT DISTRlCT; <br />CASE OF ST, KATHARlNE DREXEL CATHOLIC COMNIUNITY <br />By: Patrick Trudgeon AICP, Assistant Community Development Director <br /> <br />PUBLIC HEARING <br /> <br />Background: <br /> <br />The City has received an application for an Interim Use Permit from the 31. Katharine Drexel <br />Catholic Community to allow for the operation of temporary church facility in an area zoned E-1 <br />Employment District. The temporary church facility will be in a multi-tenant building located at <br />6930 McKinley St. (Business Park 95 4[h Addition). The Applicant would like to be able to <br />utilize the space for 0 ffices and hold Mass as well as provide for other services from the building. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Letter from Rev. Paul A. Jaroszeski, Pastor of St. Katharine Drexel Catholic <br />Church dated September 23, 2004. <br />c) Proposed Findings of Fact" <br />d) Proposed Interim Use Permit <br /> <br />Notification: <br /> <br />State law recl1.ures notification to properties within 350 feet of the boundaries of the subject <br /> <br />property. <br /> <br />Observations: <br /> <br />The Applicant is proposing to utilize 13,440 square feet of the building located at 6930 <br />McKinley S1. The Applicant is proposing to remodel the warehouse to have a worship area as <br />well as parish offices. It is the City's understanding that the Applicant is actively looking for <br />property in Ramsey on which to construct a permanent facility. <br /> <br />The E-I Employment Zoning District does not expressly permit churches or other places of <br />worship. The E-l Employment Zoning District does allow for offices as a permitted use. The <br />Applicant has asked for at least a three-year Interim Use Permit to allow for the operation of a <br />church in the E-l Zoning District. City Code states that an Interim Use Permit can be granted up <br />to a maximum of five years. It is Staff's feeling that the Planning Commission should <br />recommend allowing for the [nterim Use Permit to be granted for a total oftlve years. It is Staffs <br />beliet' that allowing for tbe Interim Use Permit to be in elIect for the full five years will allo'vv the <br />Applicant to have [he needed nexibility in securing the property and constructing a permanent <br />t~lC i 1 i Ly. <br /> <br />39 <br />
