. , Staff has reviewed the use and tInds that it is compatible with the surrounding area. The majority of activity contemplated by the Applicant will occur on Sunday or during the evenings when most of the surrounding businesses are closed. The parking lot that serves the building in which the temporary church will be located has 83 parking stalls. The Applicant is planning for a maximum of 342 worshipers for Mass. (It should be noted that the Applicant is creating a new parish and has nowhere near that number of members yet. Under City Code, places of assembly require a parking space for every three seats. Therefore a total of 114 parking stalls would need to be provided. Staff believes that there is adequate parking for the proposed temporary Church. In the event that additional parking is required, there is additional parking area in the truck maneuvering area in the rear of the building that can be used. Staff will conflrm with the Applicant that this area can serve as overt1ow parking. There will be a new front entrance and a rear overhead door put in as part of the remodeling. The rest of the work will be done in the interior of the building. A building permit will need to granted by the City prior to commencement of the work. Recommendation: Staff recommends that the Lnterim Use Permit request by the St. Katharine Drexel Catholic Community to allow for the operation of temporary Church facility in an area zoned E-l Employment District be granted for a term of five years. Commission Action: Motion to recommend that City Council adopt Resolution # # relating to the request for an Interim Use Permit. adopting Findings of Fact -and- Motion to recommend that City Council adopt Resolution # Interim Use Permit and declaring the terms as proposed. approving the request for a -01'- Motion to recommend that City Council deny the request for an Interim Use Permit based on the findings of fact.
