<br />CASE # I <br /> <br />REQUEST FOR SKETCH PLAN REVIKW OF MINOR SUBDIVISION; <br />CASE OFJOHN ROvVE <br />By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />John Rowe is requesting sketch plan review of a minor subdivision to plat a 2.5 acre homestead <br />from a 40 acre parcel located at 6530 Green Valley Road. The property currently contains one <br />home and the Green Valley Greenhouse operation. The purpose of the plat is to separate the uses <br />and create a 2.5 acre lot for the homestead. The following items are enclosed for your <br />information: <br /> <br />a) Site location map <br />b) Proposed sketch plan <br />c) Exhibit of septic and well locations for commercial greenhouse <br />d) City Staff Review Letter dated September 28, 2004 <br /> <br />Notification: <br /> <br />No Pllbtic hearing is required at the sketch plan stage of a plat. However, the proposed plat <br />requires a variance to the minimum street frontage requirement, which does require a public <br />hearing. Staff attempted to notify property owners within 350 feet of the subject property of the <br />request for variance. <br /> <br />Observations: <br /> <br />The subject property is approximately 40 acres in size and is located inthe R-l Rural Developing <br />Residential District. The minimum lot size in this district is 2.S acres. Mr. Rowe would like to <br />sell the home on the property to a family member and employee of the greenhouse. A <br />subdivision of the property is necessary in Qrder to sell the home independent of the greenhouse <br />operations. <br /> <br />Lot 1, Block 1, the existing homestead, is proposed to have 100 feet of frontage on Green Valley <br />Road. A variance to minimum lot width or street frontage is being processed. The purpose of <br />the variance is that the owner wishes to provide the minimum amount of land necessary for the <br />homestead (2.5 acres). Because the home is situated so far south on the property (approximately <br />375 feet). a lot 200 feet wiele from the street to behind the home would exceed 2.5 acres. <br /> <br />The new lot created tor [he home vvill continue to access Green Valley Road (County Road #63) <br />via a shared driveway with the greenl10use operation. Now that the home and greenhouse will be <br />under separate ownership. cross access easemenrs should be drawn up between the two property <br />O\,yners. <br />
