lour 1111.1siion: To work together to reiposihty grow our community, and to provide quality, coat -effective, and efficient government ierrlcas. <br />CC Regular Session 7. 5. <br />Meeting Date: 05/09/2017 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Adopt Resolution #17-05-103 Approving Plans and Specifications and Authorizing Advertisements for Bids for <br />Improvement Project #17-00, Sunwood Drive Reconstruction <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to Adopt Resolution #17-05-103 approving plans and specifications and authorizing <br />advertisements for bids for Improvement Project #17-00, Sunwood Drive Reconstruction. <br />Background: <br />Attached is a set of final plans prepared by City staff for Improvement Project #17-00, Sunwood Drive <br />Reconstruction. <br />The attached plans are generally consistent with the design represented in the Feasibility Report as approved by the <br />City Council. The only significant difference is that 3 inches of existing bituminous pavement will no longer be <br />milled and hauled off site. Rather, all existing bituminous pavement will be reclaimed and mixed with the existing <br />aggregate base. Then 4 inches of reclaim material will be removed and hauled off site, after which the remaining 6 <br />inches of reclaim material will be stabilized by incorporating an asphalt emulsion. This will allow 4 inches of new <br />bituminous pavement to be placed on top of the stabilized base resulting in a stronger pavement section than <br />previously existed, while maintaining existing elevations. The Feasibility Report only called for 5 inches of <br />stabilized reclaim material. <br />This segment of Sunwood Drive is part of the City's Municipal State Aid System. The attached plans were <br />reviewed and approved by MnDOT State Aid. Attached is a copy of State Aid's approval letter authorizing <br />advancement of the project to construction. <br />The proposed project schedule is below. <br />May 9 — Approve Plans and Specifications / Authorize Ads for Bids <br />May 12 & 19 — Advertisements for Bids published <br />June 6 — Public bid opening <br />June 13 — Accept Bids / Award Contract <br />Late June / early July — Begin construction <br />September 1 — Substantial completion (open to traffic) <br />On April 18th, the Public Works Committee reviewed the plans and unanimously recommended Council approval <br />of plans and authorization to advertise for bids. <br />
