Councihnember Kurak introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION//04-09-279 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT //0700 RELATING TO A <br />REQUEST FROM VILLAGE BANK TO ALLOW FOR A TEMPORARY MODULAR <br />OFFICE BUILDING ON THE PROPERTY LOCATED AT 7125 RIVERDALE DRIVE <br />FOR AN INTERIM PERIOD OF TIME. <br /> <br /> Village Bank, hereinafter referred to as "Applicant", properly applied to the City of <br />Ramsey (the "City") for an Interim Use Permit to place a temporary modular structure on the site <br />of their future permanent banking facility for an interim period of time on the property generally <br />known as 7125 Riverdale Drive and legally described as follows: <br /> <br />Lot 1, Block 4, Rivenwick Village, Anoka County, MN <br /> <br />(the "Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Applicant appeared before the Planning Commission for a public hearing <br />pursuant to Section 9.03.04 of the Ramsey City Code on September 16, 2004 and that the <br />public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br />2) <br /> <br />That the Subject Property is approximately 1.99 acres in size and is zoned MU- Mixed <br />Use Planned Unit Development. <br /> <br />3) <br /> <br />That Section 9.03.06(1) (Interim Use Permits) of the Ramsey City Code allows for <br />interim uses to allow a use for a limited period of time that reasonably utilizes the <br />property where it is not reasonable to utilize it in the manner provided by the <br />comprehensive guide and to allow a use that is presently acceptable but that, with <br />anticipated development will not be acceptable in the future. <br /> <br />4) <br /> <br />That on September 1, 2004, the Applicant submitted an application requesting an Interim <br />Use Permit to install a temporary modular structure on the Subject Property. <br /> <br />5) <br /> <br />That on September 16, 2004, the Ramsey Planning Commission held a public hearing to <br />consider the Applicant's request and recommended approval to the City Council subject <br />to certain conditions. <br /> <br />6) <br /> <br />That the Applicant submitted a letter dated August 31, 2004 stating that the installation of <br />temporary modular buildings is a standard practice in the banking industry and serves the <br />following purposes until a permanent banking facility is constructed: 1) accommodate <br />existing customer needs 2) provide opportunities to serve new clients 3) hire and train <br />new employees to operate the permanent facility 4) ensure all potential issues have been <br />ficld-tested in order to provide high quality service to Ramsey clients <br /> <br /> <br />
