1. Introduction <br />a. Proposed Development <br />The Pearson Farm Development is proposing to construct a new residential <br />development located on the vacant land bounded by Puma Street, Alpine Drive, <br />Trunk Highway (TH) 10, and Links at Northfork Golf Course in Ramsey, <br />Minnesota. The development is currently proposed to include 98 townhomes and <br />246 single family homes for a total of 344 units. <br />For the purposes of this study, the development is expected to be fully built and <br />occupied by the 2040 forecast year. <br />b. Purpose of Study <br />The purpose of this study is to: <br />i. Examine the existing operations of the surrounding study intersections. <br />ii. Forecast the amount of traffic expected to be generated by the proposed <br />development. <br />iii. Determine the traffic impacts associated with the build out of the proposed <br />development. <br />The traffic impacts are studied on the roads and intersections where significant <br />impact is anticipated and improvements are recommended where mitigation is <br />needed. For those not familiar with the general concepts and terms associated <br />with traffic engineering, The Language of Traffic Engineering guide is included <br />in the Appendix. <br />c. Study Objectives <br />The objectives of this study are: <br />i. Document how the study intersections and roadways currently operate. <br />ii. Forecast the amount of traffic expected to be generated by the proposed <br />development. <br />iii. Determine how the study intersections and roadways will operate in the <br />future AM and PM peak hours with the proposed development. <br />iv. Recommend appropriate mitigation and operation measures to improve <br />operations if deficiencies are identified within the development or on the <br />study intersections. <br />The study intersections closest to the proposed development were chosen for <br />review as these will experience the greatest impact from traffic associated with <br />the development. The study intersections include: <br />i. Alpine Drive/Puma Street <br />ii. Bunker Lake Boulevard/Puma Street <br />iii. Alpine Drive/Site Access <br />iv. Puma Street/Site Access <br />Traffic Impact Study 1 <br />Pearson Farm Residential Development <br />CONSULTING <br />
